Emergency Response - former petroleum storage facility
1.1.2 Site Description
The Site is the former Tri-County Petroleum. Historically, it operated as a bulk storage facility with both underground and aboveground storage tanks.
1.1.2.1 Location
The Site is located at 508 John Street in Crawfordsville, Montgomery County, Indiana. It is located in a residential area of Crawfordsville. Site coordinates are latitude 40.0369871 north and longitude 86.8929174 west.
1.1.2.2 Description of Threat
On March 2, 2012, the Indiana Department of Environmental Management (IDEM) and Montgomery County Health Department (MCHD) requested assistance from the U.S. Environmental Protection Agency (EPA) in mitigating a discharge of oil from the Site. According to MCHD, kids had kicked over drums in a pole barn on-Site, causing a discharge of oil. The Site has a storm drain on the southeast corner of the building that discharges to the Dry Branch of Sugar Creek. The Site is located less than 1000 feet from the creek.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
IDEM and EPA On-Scene Coordinators (OSC) Lam and Sewell, along with Superfund Technical Assessment and Response Team (START) and Emergency and Rapid Response Services (ERRS) contractors, mobilized to the Site on March 2, 2012. EPA inventoried 26 30-gallon drums; 26 55-gallon drums; 13 5-gallon buckets; and 1 1-gallon container of various petroleum products. The drums were located inside a pole barn. EPA documented that oil had discharged inside the building and on the outside of the building. The Crawfordsville Fire Department had placed sorbent boom around the storm drain, preventing oil from discharging to the creek. EPA checked Dry Branch and did not observe sheen or the presence of oil.
EPA utilized Material Safety Data Sheets (MSDS) for labeled containers to determine waste characteristics. Additionally, EPA collected samples from unlabeled containers for waste profiles. Sample results indicated that one drum contained methyl ethyl ketone (MEK), and MSDSs indicated that several drums contained Resource Conservation and Recovery Act (RCRA) characteristic ignitable waste. As such, OSC Lam prepared an Action Memorandum to dispose of RCRA wastes.

On March 2, 2012, EPA responded to a discharge of oil at the former Tri-County Petroleum Site in Crawfordsville, Indiana. EPA approved an Action Memorandum to dispose of RCRA waste on June 12, 2012. EPA completed all actions on June 23, 2012.
2.1.2 Response Actions to Date
On July 20, 2012, EPA and its contractors overpacked drums and other containers prior to transportation and disposal.
On July 23, 2012, EPA disposed of waste at the Site. Information on waste streams and quantites disposed are provided in Section 2.1.4.
