1.1.2 Site Description
On 3/29/2012, U.S. EPA was alerted to an abandoned oil well leaking in a farm field in Woodville, Ohio.  The well was overflowing with oil.  Oil had also leaked below the ground's surface into a field drainage tile and into Sugar Creek.  U.S. EPA mobilized to the site and activated ERRS and START.  Approximately 2050 feet of Sugar Creek was impacted with crude oil from the well.

1.1.2.1 Location
The abandoned oil well is located in the middle of a farm field with no associated address.  The Global Positioning System coordinates are Latitude: 41.4472900 and Longitude: -83.3324200.  The area is a rural farming community.

1.1.2.2 Description of Threat
An abandoned oil well in a farm field was overflowing with crude oil into the Sugar Creek.  Sugar Creek is a tributary to the Portage River.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Oil was observed spilling over the riser on the oil well.  Oil was also observed discharging from the farm field drainage tile into the Sugar Creek.  Large pools of oil were located throughout approximately 2050 feet of Sugar Creek.  Noticeable odors were throughout the area near the creek.  Volatile Organic Compound readings as high 460 parts per million were recorded at the well head on field screening equipment.

2. Current Activities

    2.1.1 Narrative

2.1.2 Response Actions to Date
On 3/29/2012, U.S. EPA mobilized ERRS and START.  ERRS used a vac truck to remove oil from the well, drainage tile, and Sugar Creek.  ERRS utilized absorbent pads and booms to collect standing oil in Sugar Creek.  A PRFA was issued to Ohio DNR to conduct the capping and proper abandonment of the leaking well.  START conducted air monitoring and field documentation.

On 3/30/2012, U.S. EPA, ERRS and START returned to the Site to continue cleanup of oil from the creek. Several large pools of oil were discovered trapped along the creek behind log-jams. A vac truck was deployed to those locations to retrieve the oil. Boom was installed across the creek in a total of 14 locations, for a total of 21 absorbent booms and 1 hard boom deployed within the creek. Air monitoring maximum measurements included 0.3ppm 50ft downwind of the well-head, all other measurements throughout the site were at background levels.

On 4/2/2012, U.S. EPA returned to the site to perform a technical assessment on the creek and boom locations. START identified six boom locations that had significant oil and some sheen trapped behind them.

On 4/3/2012, U.S. EPA returned to the site and continued cleanup of oil from the creek. ERRS changed out soiled absorbent boom with clean replacements and used hand skimmers to collect any identified pockets of oil.

On 4/5/2012, U.S. EPA returned to the site and performed another technical assessment on the creek and boom locations. U.S. EPA identified seven boom locations that range from having significant to minor oil trapped behind them.

On 4/6/2012, U.S. EPA returned to the site to continue cleanup of oil from the creek. U.S. EPA changed out soiled absorbent boom with clean replacements and used hand skimmers to collect any identified pockets of oil. 

On 4/10/2012, U.S. EPA returned to the site to perform a final technical assessment on the creek and boom locations. U.S. EPA identified two minor locations of sheen.  Little evidence of the oil spill remain. Ohio DNR completed the well cap and the drillers are offsite.

On 4/20/2012, U.S. EPA return to the site and completed cleanup of oil from the creek. U.S. EPA usde hand skimmers to remove the remaining oil residual. All boom locations were removed from the creek. The hard boom was decontaminated and returned to the Woodville Fire Department, absorbent boom was bagged and disposed of. A non-hazardous waste roll-off dumpster was picked up from the site containing waste in the form of crude oil contaminated soil, absorbent boom/pads, and spent PPE.

All response activities at the site are complete.

Mr. Robert Peiffer is the owner of the property where the well is located.  Mr. Peiffer is in Florida, a Notice of Federal Interest was issued to Mr. Peiffer via email.
