2.1.1 Narrative
B&V Exhaust is one of several businesses located on the property at 3904 Jefferson Davis Highway, City of Richmond, VA. A complaint regarding this facility was hand-delivered to the Virginia Department of Environmental Quality Piedmont Regional Office. The complaint alleged that a potential hazardous substance (sodium hydroxide) was bein discharged from the facility. The complaint was accompanied by photographs. VDEQ PREP Coordinator Morris organized a Unified Command Team to investigate the complaint. The team responded on Monday, April 2, 2012.
2.1.2 Response Actions to Date
Officials from City of Richmond Fire Marshal's Office, City of Richmond Code Enforcement, Virginia Department of Labor and Industry, VDEQ, and EPA made an unannounced visit to the facility on 4/2/12.
Officials observed a hose extending from inside of the facility through a hole in an exterior wall and into an adjacent surface waterway. The hose was hung over an unsecured aboveground storage tank. Visual inspection revealed the presence of areas of white and black oily substances on the surface of the waterway.
City officials requested EPA collect samples of the waste products on the waterway. In addition to the contamination on the waterway, another disconnected pipe was deposited in the same area. Soil around this pipe were darkly stained.
OSC Wagner mobilized EPA's START contractor to the scene to collect samples and prepare the samples for analysis. Three sample locations were selected. These locations can be found on the SAMPLE LOCATIONS document in the DOCUMENTS section of this website.
Samples were analyzed for oil and grease (1 set of analysis) and total metals.
The results indicate that oil and grease was detected in each location, indicating that a discharge had occurred.
Metals results were consistent with levels of metals normally found in an industrial area.

2.2.1. Next Steps
EPA OSC Wagner and VDEQ Harris visited the Site on June 4, 2012. Cleanup actions are complete. The exterior AST and hoses have been removed. The contaminated soil has been removed. There was no evidence of any additional releases to the swale where water had collected.
No further EPA removal action is planned at this Site. The OSC recommends no further remedial action because the cleanup is complete.
