1.1.2 Site Description
The spill occurred in a rural area, and there are 3 residences within 1,000 feet.
1.1.2.1 Location
1880 Western Ave, Jackson Country, WI.
1.1.2.2 Description of Threat
Release of gasoline from a 10 inch pipeline. Soil and Ground water are impacted and VOC's and benzene have been detected in air monitoring. Cedar Creek is approximately 5,000 feet from the release. Three residents are within 1,000 feet of the release and have been offered hotels paid for by West Shore Pipeline.

Elevated VOC's were detected with air monitoring in and near the work zone, especially during excavation activities. VOC's have been detected off site down wind of the release

2.1 Operations Section

2.1.1 Narrative
West Shore Pipeline Gasoline Spill Jackson, Wisconsin.
-On July 18, 2012 OSC Steve Faryan responded to a gasoline spill in Jackson, Washington County, Wisconsin.
-An estimated 1,000 barrels (42,000 gallons) of gasoline was released from a 10-inch pipeline. No waterways are known to be affected at this time. Cedar Creek is 5,000 feet from the release.
West Shore Pipeline Co. is the responsible party and hired response contractors who are still on-scene. The leak in the pipeline occurred when a drop in pressure was detected on July 17, 2012. -The pipeline was shut down at 1040 on 7/17/2012 after a pressure drop was noticed.
The RP hired CTEH to conduct air monitoring on-scene. -The START contractor was mobilized and will conduct air monitoring and sampling as needed.
Crews were deployed to walk and fly the pipeline, but the spill site was not discovered until 7/18/2012. -RP contractors mobilized to the spill site to begin excavating to the pipeline.
Excavated impacted soils were staged on plastic sheeting. The soil is being loaded into 20 cubic yard roll off boxes which will be sampled, tarped and staged at the Buckeye Terminal until disposal is set up.l
CTEH started and continues to conduct air monitoring with an AreaRae network, ppbRaes, MultiRaes, and community monitoring. -WDNR representative is Scott Ferguson and WSP are coordinating with WDNR for locations to stockpile contaminated soils.
WSP remediation group contacted nearby residences to offer water sampling of their wells .
WSP used ICS to coordinate the response and create an IAP.
WSP excavated approximately 6 feet of soil to the pipeline, and there was no free product discovered. The soil is a sandy loam, and there are strong gasoline odors in the work zone. The pipeline lies on top of the bedrock and the spilled product may have migrated on top of the bedrock and into the fractures.
There are 3 residences in the vicinity of the break. One family volunteered to move to a hotel, and the remaining homes are unoccupied at this time.
WDNR requested residential drinking water well sampling and installation of monitoring wells.
A Pipeline Safety representative is on-site to investigate the cause of the release.
As a thunderstorm moved in to the area on the evening of July 18, 2012, the crews covered the excavated soil and spill location with plastic. Overnight, security was present and air monitoring continued.
There have been no injuries or mandatory evacuations.
2.1.2 Response Actions to Date
The RP continues to excavate soil around the broken portion of the pipeline.
The RP began loading roll-off boxes with impacted soil, and the roll-off boxes are staged in the pipeline right-of-way at the Site.
