1.1.1 Incident Category
Time Critical Removal Action to plug a leaking, abandoned orphan well.
1.1.2 Site Description
The Ohio Department of Natural Resources, Division of Mineral Resources, Oil & Gas Permitting Section, requested assistance from USEPA in evaluating a leaking oil well (the Bearkamp Well) near Ellsworth, Mahoning County, Ohio.
The well is an orphan well and the state has found no records identifying responsible parties to properly plu g the well.
On April 11, 2011, OSC Muller inspected the well site and found that the well was discharging oil to the Meander Creek which leads to the Little Beaver Creek, and eventually, the Ohio River.
OSC Muller made the determination that the well should be properly plugged to eliminate the on-going dicharge from the well.
ODNR agreed to undertake the plugging operations of the well through the Pollution Removal Funding Authorization (PRFA) process. The state has emergency funds to plug the well, but would require reimbursement from the Fund Center.
1.1.2.1 Location
The well is located on the Hornberger's property (LAT: 41.039420, LON: -80.831980) in Ellsworth Township, Mahoning County, Ohio.
1.1.2.2 Description of Threat
The abandoned well was discharging oil to Meander Creek, a tributary to the Ohio River.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
On April 11, 2011, OSC Muller inspected the well site and found that the well was discharging oil to the Meander Creek which leads to the Little Beaver Creek, and eventually, the Ohio River.

The contractor for ODNR plugged the well on April 23-24, 2012. The contractor plugged the well under the supervision of an ODNR Field Inspector and according to the Scope of Work (SOW) attched to the PRFA posted in the documents section of this website.
