The removal action at the Kilauea Pesticides  Site involves removing contaminated soils from two residential yards and constructing a concrete storm water swale that will eliminate the exposure threat from contaminated soil identified on the commercial property.  On July 30, 2012 personnel mobilized to the Island of Kauai, Hawaii in order to begin field work.   Field work did not begin until July 31, 2012.  During the first week of field work the focus was on preparing the residential properties for excavation.  Soil Excavation activities began on August 6, 2012.  The focus of the following several weeks was on removing contaminated soil from residential properties and backfilling the excavations with clean soil.  In mid-late August the drainage swale was cleared of all vegetation, and a concrete cap was placed on top of contaminated soils.  The EPA OSC demobilized from the site on August 31, START demobilized from the site on September 1, and the ERRS crew demobilized from the site on September 2, 2012.  The ERRS response manager (RM) remained at the site to oversee the work by landscaping and fence subcontractors.   The following summaries cover the operating period from September 2 through September 27, 2012.  With all removal activities complete, the focus during this operating period was primarily on restoration activities.  There was no work on September 2, September 3 (holiday), September 8-9, September 15-16, and September 22-23, 2012.

September 3-9, 2012: Monday through Sunday

Weather:  Sunny to partly cloudy skies throughout the week.  Low 80’s and humid

Personnel on Site:  1 ERRS Contractor

Throughout the week the ERRS RM oversaw the installation of a six foot tall vinyl fence along the property line between the commercial property and residential properties 4277 and 4275.   The vinyl fence was also installed along the property line between residential properties 4275 and 4277.  The fence posts were secured into the ground with concrete.  The subcontractor finished installing the vinyl fence on Friday, September 7, 2012.  The ERRS RM also oversaw the landscape subcontractor preparing topsoil on the residential properties in anticipation of laying grass sod.  The landscape subcontractor also completed building an open bottom planter using concrete blocks in the front yard of residential property 4275.  No work was performed on September 3, or September 8 and 9, 2012.

September 10-16, 2012: Monday through Sunday

Throughout the week the ERRS RM continued to oversee the fence, concrete and landscape subcontractors.  The fence subcontractor installed a four foot high cyclone fence behind the commercial building.  The drainage swale is now completely surrounded by fencing.  A gate was installed to provide access to the swale for routine maintenance.  The access to the drainage swale will be secured and controlled by the owners of the commercial property.  The concrete subcontractor placed concrete blocks on the lateral surfaces of the drainage swale.  The blocks were spaced to discourage the occasional trespasser from riding skateboards in the swale but not so close as to impede the flow of storm water and debris.  The landscape subcontractor finished laying sod on the residential properties and began restoring plants in planters on residential property 4275.  The landscaping subcontractor also arranged for concrete stairs to be poured over exposed soil in the front yard of residential property 4277.  Finally a painting subcontractor was hired to repair paint damage along the window trim on residential property 4277.   No work was performed on September 15 and 16, 2012.

September 17, 2012: Tuesday

Weather:  Sunny to partly cloudy skies some rain in the early morning.  Low 80’s and humid

Personnel on Site:  2 OSCs, 1 ERRS Contractors, 1 County of Kauai Representative, 2 State of Hawaii Representatives

The ERRS RM continued oversight of landscape subcontractor.   The landscape subcontractor continued restoring plants on residential property 4275 and began laying decorative rock and stepping stones on residential property 4277.   On scene coordinators W. Duncan and C. Benson arrived on-site to conduct a final walk through of all the residential and commercial properties with the owners, county and state stakeholders.   Each property was toured with the owner (s) and all removal and restoration activities were discussed.  State representatives also explained that they would be providing the property owners with an Emergency Hazard Management Plan which would outline the long term maintenance responsibilities that each owner would need to comply with.  The County of Kauai representative informed the OSCs that the gravel placed in the county right –of- way in front of residential property 4277 was not in compliance with the county ordinance and would need to be replaced with grass sod.  Sod maintenance will continue over the next 90 days to insure its long term viability.

September 18- 27, 2012: Various

The ERRS RM demobilized from the site on September 18, 2012.  The ERRS RM continued working with the landscape subcontractor to remove the gravel and plant grass sod in the county right-of-way.  The planting effort was completed on September 27, 2011.

All removal and restoration activities under this action are complete.    Long term maintenance of the properties has been given to the state of Hawaii and the individual property owners.  A final report summarizing the removal action will be completed before the end of the calendar year 2012.
