2.1.1 Narrative
The removal action at Kilauea Pesticides involves removing contaminated soils from two residential yards and constructing a concrete stormwater drainage swale that will eliminate the exposure threat from contaminated soil identified on the commercial property. On July 30, 2012 personnel mobilized to the Island of Kauai, Hawaii in order to begin site work. Site work did not begin until July 31, 2012. During the first week of Site work the focus was on preparing the residential properties for excavation. For a daily summary of the first week of activities refer to POLREP 1 on EPAOSC.net. During the second week of Site work the focus was excavating soils and transporting them to the landfill for disposal. The following daily summaries cover the operating period from August 6, 2012 thru August 11, 2012. There was no work on August 12, 2012.

August 6, 2012; Monday
Weather: Sunny skies throughout day with very mild rain events. Low 80’s and humid.
Personnel on Site: 1 EPA OSC, 5 ERRS Contractors, 2 START Contractors, 1 HDOH Representative
On-Site Activities: The ERRS contractor began loading trucks to transport material off-Site . An additional ERRS contractor from Penco (team subcontractor) arrived on site today. Material will be transported to and disposed in the Kauai county landfill in KeKaha. Two loads of debris (fences, rootballs, etc.) were transported in the morning and two loads of soil were transported in the afternoon. The ERRS contractor will add an additional truck tomorrow so that six loads can be transported to the landfill. The ERRS contractor subcontracted a fence builder to construct a dust screen around the North and East sides of the Site. The screen should be completed by Tuesday. OSC Duncan contacted landfill and asked them to check on incoming loads of soil to make sure that they were arriving at the landfill still moist. A landfill representative verified that the soil arriving from Kilauea was still moist in the back of the trucks. He further stated that he would not expect a load that moist to generate any dust. Oceanic Cable was on-Site today to move their cable lines from the old pole to the new one. START collected monitoring data and air samples throughout the site as well as from the adjacent preschool property. Paul Chong with HDOH was on Site today. He spent the majority of his time talking with residents / community members about the removal action.
August 7, 2012; Tuesday

On-Site Activities: The ERRS contractor continued excavation and loading activities. Five loads of material were transported to the landfill. The ERRS contractor has been focusing on the front yard of home site 4275. An average of one foot in depth was excavated from the front yard and two feet (where possible) from flower beds. The fence subcontractor finished installing the dust screen around the site. START continued active air monitoring and sampling at the site and adjacent properties; as well as documenting site activities in the site logbook and through photo documentation. The telephone company arrived and moved their lines from the old pole to the new pole. The old pole was cut down and removed.
August 8, 2012; Wednesday

On-Site Activities: The ERRS contractor continued excavation and loading activities. Excavation activities were finished in the front yard of home site 4275 and excavation focus moved to the area between home sites 4275 and 4277. START continued active air monitoring and sampling at the site and adjacent properties; as well as documenting site activities in the site logbook and through photo documentation. START has also begun putting analytical data into the SCRIBE database.
August 9, 2012; Thursday

On-Site Activities: The ERRS contractor continued excavation and loading activities. Excavation activities focused on the area between home sites 4275 and 4277 as well as the backyard of home site 4275. Six loads of material were transported and disposed at the county landfill. OSC Duncan and START member Tiballi followed another truck to the landfill to verify that no dust or visible release was occurring on the way to the landfill or at the landfill. Two HDOH representatives came by the site to evaluate the Best Management Practices (BMPs) for air and water. Minor corrections were made to the silt fencing in front of the culvert. They agreed that wetting soils was successfully preventing dust generation at the site. START continued active air monitoring and sampling at the site and adjacent properties; as well as documenting site activities in the site logbook and through photo documentation. START has also continued putting analytical data into the SCRIBE database. Analytical results from Monday’s air sampling efforts reported that there were no detectable levels of arsenic in the air during work hours. Start collected soil samples from the bottom of the excavations in the front yard of Home site 4275 and between home sites 4277 and 4275. The samples will be analyzed for arsenic and dioxin.
August 10, 2012; Friday

Personnel on Site: 1 EPA OSC, 5 ERRS Contractors, 2 START Contractors
On-Site Activities: The ERRS contractor continued excavation and loading activities. Excavation activities focused on the back yard of home site 4275. Six loads of material were transported and disposed at the county landfill. The ERRS contractor subcontracted stump grinding services; however, the stump grinding machine was too small and the services were canceled. The ERRS contractor is currently evaluating other alternatives. START continued active air monitoring and sampling at the site and adjacent properties; as well as documenting site activities in the site logbook and through photo documentation. START also collected a composite soil sample from the crawl space under the structure on home site 4277. START will analyze the sample for arsenic using the XRF instrument on Site. If the data documents elevated levels of arsenic in the soil, then steps to minimize exposure to anyone accessing crawl space will be taken..
August 11, 2012; Saturday

Personnel on Site: 1 EPA OSC, 4 ERRS Contractors, 2 START Contractors
On-Site Activities: The ERRS Removal Manger (RM) is off-Site today. The ERRS contractor continued excavation and loading activities. Excavation activities focused on the back yard of home site 4275. The ERRS contractor will focus on excavating the southern side (adjacent to drainage swale) of home site 4277. Six loads of material were transported and disposed at the county landfill. Including today’s loads, a total of 33 truckloads of soil and debris have been transported and disposed in the county landfill. START continued active air monitoring and sampling at the site and adjacent properties; as well as documenting site activities in the site logbook and through photo documentation. START analyzed the soil sample which had been collected from the crawl space underneath the structure on home site 4277. The analysis documented elevated levels of arsenic in the soil. OSC Duncan will discuss protective actions with the ERRS RM.

The total volume in the progress matrix is estimated and will change each operating period as more material is excavated and transported to the landfill. The current estimate is based on 33 truckloads.
