The Kilauea Pesticides site is a time-critical removal action.


1.1.2 Site Description

The Kilauea Pesticide Site (Site) consists of two residential homes and one commercial property along Aalona Street and Oka Street in Kilauea, on the northern coast of the Island of Kauai, Kauai County Hawaii.  The home sites (4277 and 4275 Aalona Street) and the commercial property (2430A Oka Street) are built on the site of a past pesticide mixing and storage area associated with a former sugar mill.

Latitude: 22 12' 58.889" N
Longitude: 159 24' 24.777 W

To the north, the Site is bordered by residential properties, beyond which is Keneke Street. To the south, the Site is bordered by Oka Street, beyond which are residential properties. To the east, the Site is bordered by vacant, undeveloped land and residential properties. To the west, the Site is bordered by residential and commercial properties, beyond which is Kilauea Road.  Natural Bridges Preschool is located within 100 feet of the Site and the nearest surface water body is Kilauea Stream, approximately 0.3 miles west of the Site. The Pacific Ocean is approximately 1 mile north of the site.  The total population estimate within one-quarter mile of the site is 9,947.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

The removal action at Kilauea Pesticides involves removing contaminated soils from two residential yards and constructing a concrete stormwater drainage swale that will eliminate the exposure threat from contaminated soil identified on the commercial property.  On July 30, 2012 personnel mobilized to the Island of Kauai, Hawaii in order to begin site work.   Site work did not begin until July 31, 2012.  During the first week of Site work the focus was on preparing the residential properties for excavation. During the second week of Site work the focus was excavating soils and transporting them to the landfill for disposal.  Third week activities involved continued excavation, disposal, backfilling and prep work for the drainage swale. Fourth week activities involved backfilling excavations in residential yards, and prep work for drainage swale. Fifth week involved placing a concrete cap on the the drainage swale.  The following daily summaries cover the operating period from August 27, 2012 thru September 1, 2012.  There was no work on September 2, 2012.

August 27, 2012; Monday

Weather: Sunny to partly cloudy skies throughout day with no rain.  Low 80’s and humid.

Personnel on Site:  1 EPA OSC, 5 ERRS Contractors, 1 START Contractor

On-Site Activities:  The ERRS contractor focused on placing fabric and sand in the crawl space underneath the structure on home site 4277.  Non-woven geotextile fabric was placed over all exposed soils in crawl space and then approximately 2 inches of sand was placed over fabric.  The level of sand was selected to minimize any adverse impacts to accessibility and still protect against exposure.  The concrete subcontractor continued to build forms and lay wire mesh in the drainage swale in anticipation of pouring concrete on horizontal surfaces on Wednesday afternoon.  OSC Duncan arrived on site.

START is no longer collecting air samples but continues active air monitoring and at the site and adjacent properties; as well as documenting site activities in the site logbook and through photo documentation.

 
August 28, 2012; Tuesday

Weather: Sunny to partly cloudy skies throughout day with a couple rain events in the AM.  Temperatures remain in the low 80’s and humid.

Personnel on Site:  1 EPA OSC, 5 ERRS Contractors, 1 START Contractor

On-Site Activities:   The ERRS contractor continued final grading and compaction activities at home site 4277.  The concrete subcontractor finished building forms and laying wire mesh in the drainage swale.

START assisted the OSC in providing written notification to the county engineer regarding changes made to the design of the drainage swale cap.  START also continues to document site activities in the site logbook and through photo documentation.  The OSC , RM and START meet with the property owner at 4277 Aalona Street and discussed the landscape design.

 
August 29, 2012; Wednesday

Weather: Cloudy skies throughout day with several short but significant rain events.  Low 80’s and humid.

Personnel on Site:  1 EPA OSC, 5 ERRS Contractors, 1 START Contractor

On-Site Activities:   Due to some changes in landscape preferences, clean soil was excavated and stockpiled on-site.  The ERRs contractor loaded a truckload of clean soil which was disposed in the county landfill.  The ERRS contractor also continued final grading and compaction activities at home site 4277.   The concrete subcontractor began pouring concrete on the horizontal services of the drainage swale.  Although rain events slowed down the process, the subcontractor was able to finish the pour.  The surface was giving a rough finish using a stiff broom.  Next week the concrete subcontractor will place shallow blocks on the concrete surface to further discourage trespassers.

START continues active air monitoring at the site and adjacent properties; as well as documenting site activities in the site logbook and through photo documentation.
 

August 30, 2012: Thursday

Weather:  Sunny to partly cloudy skies throughout the day.  Low 80’s and humid

Personnel on Site:  1 EPA OSC, 2 ERRS Contractors, 1 START Contractor

On-Site Activities:  The ERRS crew was giving the day off.  The concrete subcontractor prepared the swale and other vertical services for concrete application.  Wire mesh was laid down and additional forms were built.  Concrete or “shot-crete” will be applied tomorrow provided there are no significant rain events.

START,  ERRS RM,  OSC, and Residents met with landscape subcontractor to discuss final design specifications as well as plant and border options..


August 31, 2012: Friday

Weather:  Sunny skies throughout the day.  Low to mid 80’s and humid

Personnel on Site:   1 EPA OSC, 5 ERRS Contractors, 1 START Contractor

On-Site Activities:  The ERRS Contractor finished grooming residential properties.  Surplus clean soil was moved into planting beds on home site 4275 and final truckload of clean debris was transported and disposed at the county landfill.  The concrete subcontractor applied “shot-crete” on all vertical surfaces within the drainage swale footprint. 

START completed all real-time air monitoring as well as documenting site activities in the site logbook and through photo documentation.  OSC Duncan demobilized from the site. 


September 1, 2012: Saturday

Weather:  Sunny to partly cloudy skies throughout the day.  Low 80’s and humid

Personnel on Site:   5 ERRS Contractors, 1 START Contractor

On-Site Activities:  The ERRS Contractor completed laying gravel in front of home site  4277 and in the drainage swale area where there was no concrete cover.  Where appropriate, metal caution tape was placed on top of soil prior to gravel cover.  Gravel was compacted in placed.

START demobilized from the site.  The ERRS crew, with the exception of the Response RM, will demobilize from the site tomorrow, September 2, 2012.

Planned response activities include excavating contaminated soil out of the two residentail yards and backfilling with clean soil.  Soil in the drainage swale will be capped in place under a concrete barrier.

Complete final landscaping and Fence installation.
 
2.2.2 Issues

Incoming laboratory analytical data for arsenic in air samples have all been non-detect.  Further, there have been no significant excursions or deviations from background on the real-time dust monitors since removal initiation.

The State continues to take the lead in outreach efforts to the communities of Kekaha (landfill location) and Kilauea.  The State has provided information about the site, landfill and transportation to these communities to keep them better informed.
