1.1.2 Site Description
Bankrupt and abandoned bio-diesel facility. Site currently supports an office building and production building. There are two 10,000 gallons above ground storage tanks one of which contains flammable liquids and is leaking onto the ground. Scattered along the property there are approximately 50 plastic totes and containers ranging in size from drums to small lab size bottles.
1.1.2.1 Location
Latitude 34.0787475 Longitude -88.6221280. Located at the end of Ben Coggins Avenue off Will Robbins Highway, within the City of Limits of the City of Nettleton, Monroe County, MS.
1.1.2.2 Description of Threat
Leaking storage tanks and plastic totes are present at the site. An open pit containing a yet undetermined amount of liquids and sludge covered by a hardened crust of unknown composition is also present. The pit was almost to capacity and could overflow with any significant rain event. The containers contained various hazardous substances including corrosive and flammable liquids.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

2. Current Activities

2.1 Operations Section
|
|
|
2.1.1 Narrative
Based on the Site conditions, OSC Jose Negron initiated an emergency response on October 15, 2012. Several actions were undertaken during this initial response phase including transfer of flammable liquids, pumping of pit waste water to provide free board, and inventory of all suspected site contaminants.
On February 27, 2013, OSC Steve Spurlin returned to the Site to continue the response action.
2.1.2 Response Actions to Date
The following actions were completed by OSC Negron during the October 2012 response:
Transfer of approximately 22,000 gallons of flammable liquids into a Baker Tank.
Bulking of liquids in totes.
Bulking of liquids in small containers
The collection and hazard categorization of all unknowns on-site
Partial pump out of the pits.
Relocation of above ground storage tanks.
Partial excavation of contaminated soils from under leaking storage tank.
The following actions were completed by OSC Spurlin during the time period February 27-March 5, 2013:
Load out of an estimated 28,500 gallons of flammable liquids to an EPA approved disposal facility.
Load out of 2 rolloffs containing a total estimated 40 tons of contaminated soil to an EPA approved facility.
Pump out and on-site treatment of an estimated 50,000 gallons of concrete pit waste water.
Consolidation of small containers into similar bulk waste streams resulting in the following materials:
-2 drums of acid/corrosive liquid
-1 55 gallon drum of paint chips/grease from wash-out of flammable frac tank
-1 55 gallon drum (contains smaller paint cans) of flammable liquid (UN 1262-Paint Waste)
-2 55 gallon drums of flammable liquid (UN 1262 -Paint Waste) from white bucket consolidation
-1 55 gallon drum (holding 20 gallons) of release primer for concrete
-1 275 gallon tote (2/3 full) containing frac tank rinse water
On April 22, 2013, EPA returned to the Site with the EPA contractor to initiate the load out of the remaining waste. Two drums of waste paints (D001), one drum of flammable waste liquids (D001/D010), 1 tote container of waste flammable liquid (D001/D010), and one drum of containers of non regulated concrete sealer.
On June 6, 2013, EPA's contractor returned to the Site to conduct load out of the last of the waste material. One over pack drum of waste phosphoric acid (D002), one over pack drum of waste sulfuric acid (D002), and one over pack drum of waste hydrochloric acid (D002) were shipped offsite to the AES Environmental facility in Calvert City, Kentucky.
