1.1.2 Site Description
A sheen was observed on the Sylvan Slough, a tributary to the Mississippi River. The sheen was about 20 feet and 20 feet wide.
1.1.2.1 Location
Sylvan Slough along Sylvan Drive between 32nd and 34th Street, Rock Island, Rock Island County IL.
1.1.2.2 Description of Threat
The release of oil into the Mississippi River.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Result
The Antea Group observed the oil sheen and applied a containment skirt boom and absorbent boom. OSC Anita L. Boseman arrived on site and verified the oil sheen on the Sylvan Slough being released from a sewer outfall pipe.

2. Current Activities

2.1 Operations Section
|
|
|
2.1.1 Narrative
From December 10 through 18, 2012, the removal activities commenced at the location of the failed bladder including cleaning and resealing of the outfall pipe. Enviromark Waste Management Services from Davenport, Iowa continued to perform the cleanup activities as directed by the Antea Group. A containment cell was constructed around the area of the outfall pipe for collection of any fluid coming from the pipe during the cleanup.
Impacted soil was excavated from around the outfall pipe to allow access and determine the pipe dimensions. Also, a hole was drilled in the top of the pipe to continue evaluation inside the pipe. This exposed the pneumatic bladder in the end of the pipe. the bladder had deflated which allowed the release of residual oil to leak into the slough. The bladder was installed by Geraghty & Miller to prevent oil from discharging into the slough during the 1993 response activities. The failed bladder was removed and the oil contents was vacuum from the pipe. The pipe was then jet rinsed with water and the contents (oil, water, & debris) were collected with a vacuum truck. Concrete was pumped into the pipe upstream to approximately 25 feet to prevent oil leaking into the slough. Residual oil both from the pipe & shoreline soils below the water levels caused a sheen inside the boom. Both oil & soil waste were collected analyzed & disposed of at Enviromark's Facility. Impacted sediment on the shoreline was removed to the degree practicable with the river conditions.
In December, the slough was inspected daily.
On December 31, 2012, the booms were removed from the Sylvan Slough, since the water was beginning to freeze.
Antea Group monitored the Sylvan Slough for sheens biweekly in January and then weekly through June, 2013. Sheens were observed intermittently in the outfall area and were attributed to trace oil being release from the sediment.
On February 21, 2013, EPA OSC Boseman, Antea Group (Gabriel Posteuca, Corey Mecham and Brent Puck), and Navistar (Jack Shih) met at the site to observe the completed removal action.
Also, per the 1994 AOC, monthly progress reports were submitted during this time period.
On July 2, 2013, EPA OSC Boseman met Antea Group & Navistar (Jack Shih) at the Site to observe the Site conditions & discuss the next steps to close the 1994 AOC. Site closure & decommission of remediation system commenced.
Antea Group, submitted a Final Report (dated September 3, 2013) per the 1994 AOC. EPA provided comments on the Final Report. A revised Final Report was submitted to EPA dated April 13, 2016.
On December 8, 2016, EPA emailed a Completion
of Work under Administrative Order on Consent (AOC); Docket No. V-W-94-C-242 for the
property located at 3000 – 3500 Fifth Avenue, Rock Island, Illinois, adjacent
to the Sylvan Slough, a branch of the Mississippi River, to the Parties of the Order. The letter
states the detailed terms per the AOC for completion of work.
2.1.2 Response Actions to Date
-Containment skirt boom has been applied and maintained.
-Absorbent boom has been applied and maintained.
-City of Rock Island in cooperation with USCG and the Antea Group has GPS the area of the release including pipelines, sewers and outfalls. They were unable to locate a direct connection to the release at the sewer outfall. A map was provided of the GPS area.
-Installed and anchored a river skirt boom in addition to absorbent boom.
-Antea Group continued to monitor and maintain boom until a plan of removal was implemented.
-USCG has collected a sample at the sewer outfall.
-Antea Group collected a sample from the sewer outfall and MW 24 for analyses.
-The Antea Group had Enviromark, cleanup contractor on scene to provide a cost estimate for the cleanup activities; remove oil, construct a containment wall, remove the bladder, and install a permanent seal.
-Removed failed bladder from the sewer outfall pipe.
-Construction of a containment cell around the area of the pipe for collection of any oily fluid from the sewer outfall pipe.
-Removed impacted soil & oil from pipe.
-Flushed & filled pipe with concrete pipe.
-Monitored the Sylvan Slough for sheens.
-Removed boom from the slough.
-Continued to submit progress reports.
-Commenced site closure procedures & decommission of remediation system.
-Submitted Final Report.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
Currently, BNR (BNSF), Navistar and Whirlpool are addressing the release.
