1.1.2 Site Description
A sheen was observed on the Sylvan Slough, a tributary to the Mississippi River. The sheen was about 20 feet and 20 feet wide.

Sylvan Slough along Sylvan Drive between 32nd and 34th Street, Rock Island., Rock Island County IL.

The release of oil into the Mississippi River.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Result
The Antea Group observed the oil sheen and applied a containment skirt boom and absorbent boom. OSC Anita L. Boseman arrived on site and verified the oil sheen on the Sylvan Slough being released from a sewer outfall pipe.

2. Current Activities

2.1 Operations Section
|
|
|
|
2.1.1 Narrative
On November 26, 2012, the Antea Group observed an oil sheen on the Sylvan Slough during there routine inspection per the Sylvan Slough Site Monitoring Plan and Contingency Plan. It was originally thought the sheen was residual LNAPL from past removal activities that commenced in 1994 and 1997 through an AOC between USEPA and BNR (BNSF), Navistar and (Iowa Instate RR) now Whirlpool. The Antea Group is the current consultant for BNR (BNSF), Navistar and Whirlpool.
On November 27, 2012, the Antea Group continued to observe a sheen on the Sylvan Slough along with a strong diesel petroleum odor emanating at the shoreline, and sheen at the shoreline soils. Upon closer observation a partially buried 30 to 36-inch outfall pipe was present. A hole was dug around the front of the pipe and a yellow bladder was revealed in the clay pipe. The hole dug around the clay pipe filled with an oily fluid. Absorbent boom was applied.
On November 29, 2012, the Antea Group applied additional absorbent boom. The Antea Group informed OSC Anita L. Boseman, USEPA of the unknown oil sheen and reported the release to the NRC.
On November 30, 2012, OSC Boseman arrived on the scene to investigate NRC report 1031780 and verified the release of unknown oil from a sewer outfall pipe. There is a yellow bladder in the sewer outfall that has failed. It is unknown who installed the bladder. The USCG, MSD Quad Cities was also on the scene. The Antea Group installed a 100-foot containment skirt boom. Since, the Antea Group is responding to the release, Neither START nor ERRS has been deployed. Moreover, the OSTLF has not been opened. OSC Boseman, the Antea Group and USCG met at the MSD Quad Cities office to discuss the next steps.
2.1.2 Response Actions to Date
-Containment skirt boom has been applied and maintained.
-Absorbent boom has been applied and maintained.
-City of Rock Island in cooperation with USCG and the Antea Group has GPS the area of the release including pipelines, sewers and outfalls. They were unable to locate a direct connection to the release at the sewer outfall. A map was provided of the GPS area.
-The Antea Group has installed and anchored a river skirt boom in addition to absorbent boom which they will continue to monitor and maintain until a plan of removal is implemented next week.
-USCG has collected a sample at the sewer outfall.
-The Antea Group has collected a sample from the sewer outfall and MW 24 for analyses.
-The Antea Group had Environmark, cleanup contractor on scene to provide a cost estimate for the cleanup activities; remove oil, construct a containment wall, remove the bladder, and install a permanent seal.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
Currently, BNR (BNSF), Navistar and Whirlpool are addressing the release.

The Antea Group will continue to maintain the boom until removal activities commence.
2.2.1.1 Planned Response Activities
-Remove the bladder from the sewer outfall pipe.
-Collect any oily fluid from the sewer outfall pipe.
-Remove impacted soil.
-Permanently seal the sewer outfall pipe.
2.2.1.2 Next Steps
-The Antea Group will contact BNSF, Navistar and Whirlpool to discuss and determine cleanup activities.
-The Antea Group will provide a separate workplan for this oil release.
2.2.2 Issues
There is a runner and bike path along the shoreline to access the sewer outfall pipe. Restricted access maybe necessary during removal activities.
