1.1.2 Site Description

Overfill incident from a 10,000 gallon double walled diesel tank at a poultry processing facility with impact to POTW septic line.  Approximately 1-mile down line to a lift station and an additional 1-mile to the POTW facility that discharges to the Tennessee River.

1.1.2.1 Location

1.1.2.2 Description of Threat

Estimated  4,500 gallons of diesel fuel may have impacted the line that services the POTW.  200-gallons of diesel was released to the surface/ground at the Wayne Farms facility.  The nearest surface waters is Bakers Creek approximately 100 yds down gradient from the plant and spill location..

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

At 1300 on 03-04-2013, Wyane Farms, LLC reported an overfill of their AST resulting in a discharge of 200 gallons of diesel.  ADEM responded to the scene to oversee clean-up of the spill.  The responsible party (RP) had retained a spill response contractor (SWS).  After further investigation, it was discovered that an additional discharge of up to 4,500 gallons may have occurred via underground piping from the AST and Decatur Utilities (POTW) had reported diesel at their lift station and treatment plant.  R1 OSC Andrews dispatched.

2.1.2 Response Actions to Date

4/3/13:  ADEM and EPA on-scene directing response and investigation.  RP has hired SWS to conduct clean-up.  Excavation of contaminated soils and recovery of diesel and oily water continues.  Spill may have occurred during overfill of tank and resulting damage to underground piping.  Spill threatening Bakers Creek which is a tributary to the Tennessee River.

4/4/13:  Response investigation has determined that during the refueling operations that back pressure may have resulted in the release from the AST.  An estimated 200-gallons of diesel fuel was released to the ground (soil and asphalt).  An insignificant amount may have left the site and no sheen or odor had been reported in the drainage ditches leading to Bakers Creek.  Multiple stages of boom are have been in place from the beginning of the response.  Two drainage lines from the plant empty to the POTW line.  One located near the AST and one within the boiler room in the main facilities building.  The investigation by response consultants to Wayne Farms, ADEM and EPA discovered that minimal impact to the drainage line from the AST but free product was in the line from the boiler room which has a floor drain and a former fuel line that was serviced by diesel from the AST.  The boilers have been fueled by natural gas for about  the last 10-years.  The diesel line was sectioned and open in the floor drain.  Diesel odor or free product was not identified and further investigation will be conducted and an incident report will be submitted to ADEM upon conclusion of the investigation.

            Recovery operations at the POTW plant concluded mid-morning and continued at the lift station on Joe Wheeler Drive until approximately 2300-hours.  At that time it was determined that all free product was collected, as practical, and diesel odors were at a minimum.  An estimated 3,400 gallons of free product was recovered at that time.  

             The Decatur, AL ADEM office directed the Decatur Utilities POTW to conduct sampling for diesel range organics (DROs) in their effluent on an hourly basis until the morning of April 8, 2013.  The POTW discharges to the Tennessee River.

2.2.1.1 Planned Response Activities

Recovery of free product at the lift station ended at 2300-hours on April 4, 2013.  Soil excavation and recovery from around the AST to follow as weather conditions improve.  The line that services the fuel dispenser and formerly services the boiler room will be excavated and inspected.
