Diesel spill in roadside ditch - OPA Authority

1.1.2 Site Description

On May 5, 2013, the EPA Region 6 Phone Duty Officer was contacted by the Louisiana Department of Environmental Quality (LDEQ) regarding the spill of 200 gallons of Red Dye Diesel fuel from a tote into a roadside ditch located at a residential property located on Grand Caillou Road in Houma, Louisana.

The 200 gallons of diesel were being delivered to the owner of shrimp boat when the unsecured tote on the back of a truck slid off the truck bed and on to the ground where it split open and discharged on to both the ground and the water in the roadside ditch. The spill and roadside ditch are located about 100 feet from the Grand Caillou Bayou.

Because the owner of the tote claimed to LDEQ that he did not have the financial means to clean up the spill, LDEQ contacted EPA Region 6 to request assistance. The Region 6 Phone Duty Officer deployed an OSC to the incident. The responding OSC activated both the ERRS contractor and START contractor. Both contractors along with the OSC arrived at the scene at 1900 on May 5.


1.1.2.1 Location

Spill occurred on a residential property next to a road.  Spilled diesel fuel was released on to soil and into the water in roadside ditch.  The ditch is connected to a culvert and ditch about 30 feet north of the spill location that runs about 100 feet directly into Grand Caillou Bayou.  The area on and around the spill location is predominantly residential.

1.1.2.2 Description of Threat

Diesel spilled into roadside ditch that contained water.  This ditch is connected to a culvert and another ditch about 30 feet north of the spill location that then runs an additional 100 feet directly into Grand Caillou Bayou. The major concern with this spill was that the spilled diesel could flow out through the culvert and ditch into the connecting bayou.  This spill also occurred basically in the front yard of a residence where children live.

Sunday May 5, 2013:  ERRS contractor arrived at spill at approximately 1900.  ERRS used a vac truck to remove the bulk of the diesel from the water in the roadside ditch and absorbent pads were used to remove pools of diesel on the ground. 

Monday May 6, 2013:  ERRS continued to vac out small amounts of diesel from the roadside ditch as well as most of the water in the impacted segment of the ditch.  ERRS then excavated impacted soils from the area near the ditch as well as from the areas surrounding the ditch.  All soils were placed in a roll off box for shipment to an approved disposal facility.  At the request of the property owner, EPA approved the purchase and placement of limestone rock to replace the soil from the driveway excavation areas.

A NOFI was prepared by the OSC to provide to the responsible party, however, the RP could not be located and phone calls to the RP were not returned.  The OSC will send a certified copy of the NOFI to the assumed address for the RP.

All work is complete on site.  The roll off box left onsite at the end of the day (May 6) will be picked up by the box owner.  ERRS has made arrangements with the roll off box owner to store the contaminated soil at their facility (approved storage location) until arrangements are made for disposal at an approved landfill.  The vac truck left the site late afternoon on May 6 and the contents will be disposed of by the ERRS contractor.
