1.1.2 Site Description
On 24 August 2013, EPA was notified of a fire at Oak Cliff Metals recycling facility near Waxahachie, Texas. The facility recycles ferrous and non-ferrous metals. The fire started at approximately 1900 on 24 August 2013 of unknown causes. On 24 August, the Waxahachie Fire Department contacted TCEQ for assistance at which time TCEQ requested air monitoring assistance from EPA. The nearest residence is approximately ½ mile from the site and no evacuations were in place. The Ellis Dallas Unified Cooperative Team consisting of area wide fire departments responded to the incident with the Waxahachie Fire Department Fire Chief acting as the Incident Commander.

EPA representatives arrived on site at approximately 0045 on 25 August 2013 and observed that the fire was still burning. While onsite, EPA conducted air monitoring activities at 10 locations around the perimeter of the site. Air monitoring equipment utilized included 3 VRaes with the following sensors: Chlorine, Sulfur Dioxide, LEL, Oxygen, phosphine, Nitrogen Dioxide, Ammonia, and Hydrogen Cyanide; 1 multiRae with Carbon Monoxide, Hydrogen Sulfide, and a PID for VOCs; and a pDR for particulates. All air monitoring conducted did not detect any chemical contamination above background levels and did not detect and particulates above an actionable level. At approximately 0345 on 25 August 2013, EPA representatives observed the fire had been predominately extinguished. At 0420 EPA representatives departed the site. The TCEQ returned to the site during the day on 25 August 2013 to observe the site during daylight hours and to handle any firewater runoff issues.
