1.1.1 Incident Category
Incident involved responding to report of two abandoned drums containing unknown material discovered near the bank of the Mississippi River.
1.1.2 Site Description
The Site consists of two 55-gallon steel drums located along the land side of the Mississippi River flood plan wall panel 58. It appears someone had dumped the drums.

The location does not have a specific address. It is located along flood wall panel 58, near 2 A. W. Willis Avenue, Memphis, Shelby County, TN.
1.1.2.2 Description of Threat
The contents of the drums were unknown. Any oil or hazardous substances in the drums could have easily released or discharged to the nearby Mississippi River. There are also several active businesses and a railway near the drums which provide potential for human exposure.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
OSC Spurlin responded to the Site and conducted field testing of the drums. One drum was empty and the other drum contained a small quantity of suspected cooking oil.

OSC Spurlin conducted field
test on the drums and determined one was empty and the other contained a small
quantity of suspected cooking oil. The small quantity of oil was placed in a
5-gallon bucket and disposal was coordinated with a facility that accepts
grease and oils. The empty drums will be
used by the USCG for their bilge oil storage.
