Commercial parking lot on Boston Ave Medford, MA in a residential neighborhood. The fuel oil traveled 1500 
approximately yards through a storm drain and then 600 yards in Winter Brook before entering the Mystic River.

2.1.1 Narrative

Mass DEP Northeast Office received a call on Monday 01/06/2014 around 10am for a release of diesel fuel at the Erickson Fuel Company located at 600 Boston Ave in Medford, MA.  The release originated from a parked diesel fuel delivery truck sometime during Sunday night into Monday morning. The diesel truck had a carrying capacity of 2850 gallons and the owner of the facility estimated that 1450 gallons were left on the vehicle over night and the entire contents of the truck were released.  The fuel impacted the truck yard, a storm drainage system, Winter Brook, and the Mystic River at Route 16 and Route 93. 

Throughout the day on Monday 1/6 and into Tuesday 1/7 Mass DEP has been on scene with a Massachusetts LSP along with Ambrose Environmental and Enrpro Services which were hired by the responsible party. The majority of the cleanup operations entailed pressure washing hard surfaces, jetroding culverts and booming operations. The main recovery locations were a boomed off area in the Mystic and the impacted storm drains. Currently the recovery operations are absorbent boom maintenance for the residual sheen in the storm drains.

The NRC and EPA were never notified of this event and only through a tip did EPA Region 1 become aware of this situation. After a call to the Mass DEP on Tuesday 1/7 for a situation update OSC Burgo as the duty officer sent OSC England as the EPA Responder to the scene. The responder issued a NOFI to the owner of the facility and informed him about CWA and SPCC Rule requirements. Based on the preliminary assessment of the facilities operations it appears that they are subject to 40 CFR Part 112 SPCC Rule. The EPA Region 1 Oil Inspection program will be informed of the release.

The NRC report was filled on Wednesday 1/8/14.
