1.1.2 Site Description

The Site is a 2.8 acre lot with a 61,000 ft2 abandoned industrial building, formerly occupied by Wisconsin Die Casting, LLC, in a mixed residential, commercial, and industrial area. The Site building is currently vacant and has fallen into disrepair, with continuous and persistent trespassing by scavengers and vandals.

The Site is located at 201 West Oklahoma Avenue in Milwaukee, Milwaukee County, Wisconsin.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
EPA, ERRS and START personnel collected and removed all containers & debris from inside the building and  excavated PCB-contaminated soils from the east side of the property during the reporting period.

2.1.2 Response Actions to Date
Site activities during the reporting period included the following:

- Excavated contaminated soilsl from east side of building;
- Cleared all debris and containers from the building;
- Removed asbestos-containing floor tiles and pipe wrap from building;
- Size-reduced destroyed foundry furnaces from building;
- Removed mercury containing devices and broken lamps from building and storage trailer in parking lot;
- Cleaned subsurface trenches of oily sludge and debris;
- Conducted air monitoring;
- Continued armed security services during off hours; and
- Removed metal scrap for recycling.

  2.2 Planning Section
    2.2.1 Anticipated Activities
During the next reporting period, the following activities are planned:

- Removal of liquid wastes in drums from the Site for transport & disposal;
- Removal of mercury containing devices and lamps for transport and disposal;
- Power washing of areas of building contaminated with PCB oils;
- Power washing of floors in building;
- Confirmatory sampling inside building for contaminants of concern;
- Confirmatory sampling within excavation on east side of building; 
- Backfilling of excavated area on east side of building;
- Removal of excavated soils & contaminated solids for disposal;
- Re-securing of building; and
- De-mobilization of trailers, crew, equipment & materials from the Site.

    Site logistics and support are being coordinated and provided by EPA ERRS contractor EQM, Inc. The following equipment was used on site during the reporting period:

    Man-lift
    Loader

    2.5.1 Safety Officer
OSCs Kathy Halbur and Paul Ruesch are serving as safety officers for the project and Site for EPA. RM Mark Douglas is serving as safety officer for ERRS contractor.

A HASP has been established for the project and is signed by all personnel. Daily safety briefings are held each day before the start of work and are attended by all Site personnel.

A safety audit was conducted on October 9 by EPA safety contractors. All issues and concerns were addressed immediately.
