1.1.1 Incident Category

1.1.2 Site Description

Site consists of four abandoned 55 gallon drums, one of which has leaked onto the ground. Site is located on the north shoulder of River Road (gravel/clay) on the south bank of the Wabash River in a rural/farmland area about 5-6 miles east of the center of Peru, Indiana.  IDEM reported the drum contents are toluene 2,4 diisocyanate.

1.1.2.2 Description of Threat

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

On the afternoon of 6/18/14, at the request of the Indiana Department of Environmental Management (IDEM), a Region 5 OSC with ERRS contractors responded to a spill of approximately 25 gallons from one of four abandoned 55 gallon drums on a road about 200 yards west of 6801 River Road on the south bank of the Wabash River in Peru, Miami County, IN. 46970. The state fire marshall conducted a hazmat ID test which indicated that the drums contained toluene 2,4-diisocyanate. Miami County Emergency Management Agency (EMA) and the local sheriff were on the scene securing the release and the area.  The spill was reported to the National Response Center by IDEM on 6/18/2014 at 1317 hours EST. Heavy thunderstorms are predicted and may spread the spilled material.  Initial assessment of the drums indicates that it presents an imminent and substantial threat to public health and the environment and may cause a fish kill if the material migrated to the  Wabash River.

2.1.2 Response Actions to Date

OSC Mendoza and ERRS contractors arrived onsite at about 1900 hours EST (6/18/14).  EPA OSC inspected the Site with Miami County EMA Director Kristopher Marks and confirmed that one of the drums has spilled and found contaminated soil and vegetation on the north side of the road shoulder (in addition to the road itself). At least two of the drums were labeled "B resin".

The EPA OSC inspected the riverbank and shoreline about 50 yards upstream and 50 yards downstream of the Site and did not find any more abandoned drums on the bank or in the River. Cleanup work started but was  stopped temporarily (by EPA OSC)  due to lightning from about 2330 (6/18) to about 0030 (6/19).  EPA OSC provided air monitoring to ensure safe working conditions for the ERRS crew.

 

By about 0200 EST (6/19), all visibly contaminated soil and vegetation were removed and placed in 6 steel drums.  In addition, all four abandoned drums containing hazardous materials were over-packed in steel drums. The shallow soil excavation (2 inches deep on the road and 6 inches deep on the shoulder)  was left and marked with hazard tape and traffic cones.  Two confirmatory soil samples (composite) were collected  at the excavation.  In addition a waste sample was collected to characterize the waste for disposal.

After getting permission from the EMA Director, all the drums were staged at the EMA Office (behind a locked gate)  for temporary storage for transport and disposal at a later date.
 
EPA OSC and ERRS contractors demobilized from the Site by 0300 hours EST (6/19/2014).

EMA Director reported that the shallow excavation has been filled in (by local public works) and the road reopened to the public as of the afternoon of 6/19/14, This was verbally approved in advance by the IDEM OSC (Myers).
 

The emergency removal  action is being coordinated with local and state officials : Miami County EMA and Indiana Dept. of Environmental Management.

No press or media was present at the scene, or contacted the EPA OSC.

The following has been collected and temporarily stored for transport and disposal :

6 drums of contaminated soil and vegetation were recovered and secured in 55 gallon steel drums.
4 abandoned drums were overpacked in steel drums.
1 poly overpack of debris from the cleanup including haz suits, gloves, and boom.

  2.2 Planning Section
    2.2.1 Anticipated Activities

All samples will be analyzed and evaluated to determine the actual hazardous substance contents of the drums and to develop waste profiles (for disposal). A bidding process will choose the disposal company and facilities will be on the CERCLA list of approved sites (CERCLA Off-site Rule compliance). A Generator ID number from IDEM will be assigned.

The labels found on the drums are being investigated by EPA (OSC)  to help confirm the contents of the drums.

EPA OSC is planning within two to three weeks, to go back to the temporary storage site load, transport and dispose of all the waste in a permitted disposal facility  in compliance with the CERCLA offsite Rule.
