1.1.2.2 Description of Threat
The facility overfilled a storage tank and a reported discharged 10,000 gallons of soybean oil to secondary containment structures. Due to cracks in the secondary containment, the oil was able to enter a storm water drain and discharge to Guntersville Lake. The Tennessee River, a navigable water body, flows through Guntersville Lake.
Soybean oil is an oil defined in the Oil Pollution Act.

2.1.1 Narrative
At approximately 0700 central time a 10,000 gallon spill of soybean oil was reported at the Cargill Facility located in Guntersville, Al. The spill occurred due to an overfill of a storage tank. Secondary containment was breached in multiple locations allowing the oil to discharge and enter a storm water culvert which discharges into Lake Guntersville, a tributary of the Tennessee River. The Tennessee River is a navigable water body and is classified as a waters of the United States of America. Approximately 100 gallons of oil entered Lake Guntersville. Cargill personnel was able to deploy containment boom at the outfall and contain the discharged soybean oil. On-Scene Coordinator (OSC) Garrard mobilized to the facility to ensure response activities and conduct Spill Prevention Control and Countermeasure (SPCC) inspection. SOSC Luken mobilized to oversee response actions. Cargill mobilized SWS to conduct cleanup activities. Cleanup activities included flushing of storm drains, plugging of storm water drains, and recovery of soybean oil from secondary containment dykes. Gauging of storage tanks following the recovery of the oil within the secondary containment indicates the spill was approximately 27,000 gallons. Alabama Department of Environmental Management (ADEM) personnel will continue to oversee response activities.
