1.1.1 Incident Category
Train Deraillment of four railcars containing Bakken crude oil.

1.1.2 Site Description
OSC Smith arrived on scene around 0945 to assess the situation.  No funds were opened with the NPFC.  No START contractors were mobilized.  Four railcars carrying Bakken crude oil were derailed.  Two were upright and two were leaning.  No release.  Ecology had two response personnel on scene.  NRC was the hazmat crew for BNSF.  We met inicident command Matthew Bailey for BNSF.  Seattle Fire Department had been on scene to assess for safety concerns and had demobilized before OSC Smith arrived.

The other rail cars had been decoupled and moved off scene.

1.1.2.1 Location
The length of the derailment extended from underneath the Magnolia Bridge towards the south.

1.1.2.2 Description of Threat
The contents of the railcars posed a threat to Smith Cove which was 50 yards south of the derailment.  The Elliot Bay Bicycle Path ran next to the derailment as well as the main entrance to Terminal 91.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
OSC Smith determined there was no discharge nor did the derailment pose a substantial threat of discharge into waters of the US that would require the OSC to stay on scene and direct any appropriate response activities.  The PRP had the resources and capabilities to conduct a safe removal.  The OSC determined that he would monitor the action to remove the threat of discharge through Washington Department of Ecology response personnel who were on scene.

Statement issued by BNSF....

All:

 

As you may have heard, four BNSF cars (including two CP-1232 tank cars containing crude) derailed this morning in Seattle.  BNSF’s official statement about this event follows:

 

A BNSF train departing one of its rail yards in north Seattle, traveling at approximately five miles per hour, derailed a locomotive and four rail cars this morning at approximately 2:00 am PDT. Two of  the derailed cars are leaning. The locomotive and the two other derailed cars remain upright. One of the derailed cars is a buffer car containing sand. The rail cars on this train  are transporting crude oil and are the CP-1232 model. This type of tank car exceeds the current federal safety standard for transporting this type of commodity. There has been no release of the contents in those rail cars. No passenger train traffic is affected by the derailment as a second main track is open and available for train traffic. No other safety risks exist due to this derailment. BNSF crews are on site to begin the process of re-railing the locomotive and the rail cars. This train is expected to be back on the track later today. A cause of the derailment is under investigation.
