1.1.1 Incident Category
Emergency Response, Time-Critical Removal Action
1.1.2 Site Description
Private driveway in front of a private home in a housing community in Banks, Oregon.
1.1.2.1 Location
12946 NW Maple Crest Loop, Banks, Oregon
1.1.2.2 Description of Threat
Approximately one half teaspoon of mercury spilled to a sloped aggregate concrete driveway. Some had already rolled down the driveway toward a storm drain.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Lumex mercury analyzer confirmed the presence of mercury at high enough levels to indicate mercury beads were present. Silvery beads could be seen on the driveway. Low levels of mercury vapor (less than the indoor action level) were detected on the home owners' shoes, the dogs feet, and one spot on the lowest carpeted stair in the foyer. No mercury was detected on the floor in the foyer entry way so no other areas of the house were tested. Action levels used were 5,000 ug/m3 outdoor and 1,000 ug/m3 indoor AND no visible beads of mercury.

2.1.1 Narrative
OSC Kathy Parker and 4 START contracts responded on 4/16/2015 and did a removal assessment from 8:30 to 10 pm. They returned the next morning and vacuumed the silvery beads using two mercury vacuums. After vacuuming, a weed burner was used to heat the area that had been vacuumed. After heating, two coats of concrete sealer were applied to seal any remaining mercury in place.
Mercury was detected in the home at the entrance to the stairs and on shoes and the dog's feet but not at levels of concern. The homeowner was advised to wash the dogs feet, shoes and spot clean the carpet.
2.1.2 Response Actions to Date
The visible mercury was removed and the driveway sealed to cap in place any unrecoverable mercury.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The home owner was advised to maintain the sealant on the driveway to prevent any remaining mercury under the cap from being released.
