2.1.2 Response Actions to Date

During the past two weeks, the PRP was able to continue excavating and hauling soil to the land farm for on-site treatment.  Deep trenching operations have been temporarily halted due to a scheduling conflict and are expected to resume the week of June 8, 2105.  Air monitoring and sampling activities are ongoing and high-velocity fans have been brought on site in an effort to control VOC levels at the perimeter of the excavation. The fans were fully operational as of 5/27/15, and initial testing was favorable when looking at the effectiveness of clearing the airspace around the excavation and perimeter. This effort is in addition to engineering controls previously implemented to reduce fenceline concentrations of organic vapors.  On-site heavy equipment operators working directly with the contaminated soil have upgraded from Level C to Level B supplied air PPE protection when excavating downhole and moving material at the land farm.  To date, approximately 6,000 cubic yards of material have been excavated and 5,800 cubic yards have been transported to the land farm for remediation.

2.2.1.1 Planned Response Activities

Excavation of contaminated soils and transport to the land farm, trenching and installation of SVE system with subsequent treatment via land farming and SVE.

2.2.1.2 Next Steps

Continue to excavate and transport contaminated soils to land farm for approximately another week depending upon weather.  An estimate of approximately 3,000 yd³ remaining to be excavated was given, but on-site workers are using a PID to guide the remaining excavation at this time.  They have had to go deeper than originally anticipated but may not have to go as far to the southeast as anticipated based on in-situ monitoring results.  Trenching activities will be completed next week weather permitting.  

2.2.2 Issues

Last week was a holiday-shortened week, an additional 2.5 work days were heavily impacted due to unfavorable wind conditions, and an abundance of precipitation has not helped site conditions.  So while work has progressed, the pace has been hampered by these issues.  Continued on-site air and weather monitoring play an extremely important role in the excavation operation, with both driving the pace of progress.  The ability to work over the weekend when Premier Turbine employees were not present at the facility yielded an additional 50 or so truckloads of material that were able to be hauled to the land farm.  Mechanical problems associated with one of the excavators working at the MPA hindered additional progress over the weekend.  The concentrations of VOCs in the excavator cabs have been decreasing the last couple of days so it is presumed that they have removed the "hottest" material and are now towards the bottom of the contamination based on those results and color change in the excavated material.
