The Sporlan Valve Plant #1 Site consists of an unoccupied four-acre parcel at 611 East Seventh Street in Washington, Franklin County, Missouri, and a groundwater contamination plume originating at the property and migrating beyond the property boundaries. The full extent of this plume has not been identified, but based on groundwater monitoring results, it is known to extend to the south past Eighth Street and to the east past MacArthur Street, traveling beneath residential structures. Vapor Intrusion (VI) sampling conducted in 2015 by the Missouri Department of Natural Resources (MDNR) identified concentrations of TCE that exceeded indoor air screening levels at three residential properties. SV Land Co., LLC installed Vapor Mitigation Systems (VMS) in two of these properties. In 2016 the Environmental Protection Agency (EPA) entered into a Unilateral Administrative Order (UAO) with SV Land Co., LLC which resulted in 16 additional VMS's installed in 16 residential properties. EPA began indoor sampling for vapor intrusion of TCE into homes near the former Sporlan Valve Plan #1 as well as an effort to characterize the TCE source area located below the former factory site in 2016. In 2017, SV Land Co., LLC notified EPA of the inability to continue their response due to a lack of funds. An EPA fund lead action was initiated to continue efforts abandoned by the PRP.
