On Friday, November 30, 2012, OSC Anita L. Boseman responded to NRC report #1031780 of a 20 foot long oil sheen along the bank of the Sylvan Slough between 32nd St.and 34th St. in Rock Island, IL. The reported source of the sheen is a sewer outfall pipe which discharges to Sylvan Slough, a tributary to the Mississippi River.
In 1994 and 1997, USEPA commenced oversight of a PRP led cleanup of diesel fuel in sub-surface soil at the nearby Quad City Industrial Center at the Sylvan Slough. The Antea Group, consultant of the PRPs has consulted with the City of Rock Island and placed boom and absorbent pads at the sewer outfall to contain the oil. No oil has reached the Mississippi River.
