NRC # 859104, MS-OSC responded at the request of MS DEQ to an incident involving dumping of 30, 55-gallon drums on the side of rural road. OSC Steve Spurlin was dispatched and observed 30 drums in poor condition. Evidence of a release onto the soils was present and a solvent odor was noted near the drums. Drums were dumped in the road right-of-way and within 30 to 40 feet of a creek. The drums are suspected to contain hazardous substances related to concrete sealing and coating operations. Based on site conditions, the OSC used warrant authority to hire ERRS contractor, WRS/USES, to overpack, sample, and eventually dispose of the waste material. Field tests conducted on-scene verified the drums contain hazardous wastes including flammable and corrosive liquids. EPA, Ms DEQ, Marshall Co. EMA, and EPA contractor demobed from site Tuesday afternoon.
