At 0122 hours on May 4, 2009, a fire was reported at the Veolia Facility in West Carrollton, OH. The NRC report # is 904494. The facility is a hazardous waste treatment facility including a tank farm and drum storage building. The tank farm contains 20-30 storage tanks containing volatile organic compounds.
May 4, 2009 (0200) Update: OEPA requested U.S. EPA assistance for air monitoring. U.S. EPA is conducting air monitoring in down wind areas of West Carrollton, OH.
May 4, 2009 (0430) Update: U.S. EPA OSC Renninger and OEPA Crawford meet with Veolia and Fire Dept personnel. Veolia mobilizing equipment to sample water run off, vac truck, frac tanks to containerize run-off. Fire continues to burn with heavy black smoke. START preparing for air monitoring. NARAC plume map prepared by EPA indicating an air plume in the SW direction.
May 4, 2009 (0730) Update: Fire continues to burn with heavy black smoke. START completes RAT air monitoring run downwind between fire and Germantown, OH (southwest of fire). ERT Command Post on-site with Area-Raes for additional monitoring support.
May 4, 2009 (0830) Update: Fire continues to burn with heavy black smoke. START initiates RAT monitoring run #2.
May 4, 2009 (0945) Update: Fire Dept reported that foaming operations in the facility have controlled the fire. EPA air monitoring requested inside the facility to support fire operations. ERT Area-Raes established at six downwind locations. Two RAT air monitoring runs completed by START.
May 4, 2009 (1100)Update: Fire contained at the tank farm. Fire Dept continues foam/water application at hot spots. State Fire Marshal takes control of site for fire investigation.
May 4, 2009 (1330) Update: Fire contained at the tank farm. EPA conducting downwind air monitoring utilizing Area-Raes and RAT. Air monitoring conducted between fire location and Germantown, OH.
May 4, 2009 (1430) Update: Briefing conducted with OEPA, U.S. EPA, State Fire Marshal, Fire Dept, and Veolia. EPA updated air monitoring results, 3 rounds of RAT data completed. The Fire Dept will cancel the evacuation surrounding the site. Veolia will begin on-site cleanup based on access following fire investigation. OEPA will monitor Veolia cleanup process. Containerizing free liquids and sampling downgradient surface water will be a priority.
