Initial Response 11/5/2019 Background
In July, 2019, the Crowley County Commissioners and the Colorado Department of Public Health and Environment (CDPHE) requested an EPA removal action on fire-damaged residences near the Town of Ordway in Crowley County, Colorado. On August 12, 2019, an EPA On-Scene Coordinator (OSC) deployed with a Superfund Technical Assessment and Response Team (START) to conduct a removal site evaluation of the property located at 1874 County Lane 18.5 and the property located at the southwest corner of the intersection of County Road H and County Road 12. Both properties contained the remnants of former residential structures that had burned and were completely collapsed (the Site). This evaluation determined that friable asbestos-containing material (ACM) was present in building materials and debris scattered throughout both properties and that there has been a release of friable asbestos to the environment.

Response Objectives 11/5/2019 Operational Period 1

1. Mobilize to the Site

2. Conduct asbestos removal operations at properties.

3. Keep public informed via website and meetings with the local community.

4. Demobilize from the Site.




Response Operations 11/5/2019 Operational Period 1
On November 5, 2019, an EPA OSC with an Emergency Response and Removal Services (ERRS) Team mobilized to the Site and initiated removal of ACM mixed waste from 1874 County Lane 18.5. Removal operations consisted of an ERRS Team tearing down the remnant structure at the property with an excavator then consolidating and loading the contaminated debris in a truck with a 30 cubic yard capacity to be transported off-site for disposal. During this deconstruction process, water with surfactant was applied to maintain dust suppression within the work area. The waste was then transported to the asbestos waste cell at the Bent County Landfill in Las Animas, Colorado.


Response Operations 11/7/2019 Operational Period 1
All response operations were completed at the property located at 1874 County Lane 18.5 on November 7, 2019. Between November 5-7, 2019, 247 cubic yards of ACM mixed waste were transported from the property to the Bent County Landfill. Following the completion of removal actions at this property, response operations were initiated at the property located at the intersection of County Road H and County Road 12 on November 7, 2019.

Response Operations 11/9/2019 Operational Period 1
All response operations were completed at the property located at the intersection of County Road H and County Road 12 on November 9, 2019. Removal operations were performed consistent with the actions at the property located at 1874 County Lane 18.5. Between November 7-9, 2019, 217 cubic yards of ACM mixed waste were transported from the property located at the intersection of County Road H with County 12 to the Bent County Landfill. Following the completion of removal actions at this property, all response personnel demobilized from the Site.
