From January 6, 2004, until February 27th removal activities have been ongoing at the Smith Chemical site. The site was demobilized pending waste disposal approval. During the month of March, a PRP was on site to remove approximately 200 drums of waste. On April 19, 2004, U.S. EPA remobilized the Emergency Rapid Response Services (ERRS) contractor, Earth Tech (ET), and the Superfund Technical Assistance and Response (START) contractor, Tetra Tech EM Inc., to complete removal activities at the site. All drums that were previously sampled, hazardous categorized, over-packed and segregated were properly labeled and transported off site for disposal.
On Monday, April 19th, the ERRS crew mobilized to the site. USEPA CID visited the site and found a bay door open. CID remained on site until an ERRS representative arrived to secure the building. There were no signs that anything was disturbed or missing. A sample of chromium contaminated sand was collected by ERRS and was sent off for disposal acceptance.
On Tuesday, April 20th, ERRS mobilized a forklift and a generator to the site. A 30 cubic yard roll-off box was delivered to the site for disposal of non-hazardous waste, used PPE, and general site rubbish. ERRS began to label and segregate the overpacked drums for transportation to a disposal facilities.
On Wednesday, April 21st, ERRS completed labeling and staging of drums for disposal. Began filling the roll-off box with non-hazardous waste. Non-hazardous liquids were solidified with on-site absorbent material so that it could be placed in the roll-off box.
On Thursday, April 22nd, all over-packed drums of hazardous waste were transported off site for disposal. The disposal facility had not give acceptance for the chromium contaminated sand, therefore, the sand was left on site for later disposal. ERRS began segregating the waste identified as the Platers Supply Company material and began collecting hazardous categorization samples from the drums. ERRS continues filling the roll-off box with non-hazardous waste. Approximately 18 drums were sampled. Drums of similar material (based on drum labels and visual inspection) were bulked into a single composite sample for hazardous categorization purposes.
On Friday, April 23rd, ERRS sampled 80 drums. All sampling activities were conducted in Level B PPE. Air monitoring was conducted with a CGI and no readings above background were obtained. ERRS continues filling the roll-off box with non-hazardous waste. START performed hazardous categorization on 29 samples.
On Monday, April 26th ERRS completed sampling of all waste. Non-hazardous waste material was placed in a roll-off box for disposal. Air monitoring was conducted with a CGI and no readings above background were obtained. START performed hazardous categorization analysis on 31 samples.
On Tuesday, April 27th ERRS continued to place non-hazardous material in a roll-off box for disposal. Air monitoring was conducted with a CGI and no readings above background were obtained. START completed hazardous categorization analysis on the final 9 samples.
On Wednesday, April 28th the final waste stream list was received from the ERRS T&D coordinator. One composite sample of chlorinated solids/gels was collect and delivered to O’Brien Analytical Services for further laboratory analysis. All other waste streams will be disposed of based on generator knowledge, MSDS sheets, drum label information, and hazardous categorization results. ERRS continued to place non-hazardous material in a roll-off box for disposal. Air monitoring was conducted with a CGI and no readings above background were obtained.
On Thursday, April 29th ERRS continued to place non-hazardous waste in a roll-off box for disposal. Air monitoring was conducted with a CGI and no readings above background were obtained.
On Friday, April 30th all remaining non-hazardous waste and bagged PPE was placed in a roll-off box for disposal. General site cleanup was performed. Three nonessential crew members demobilized from the site at the end of the day.
