The Smith Chemical Site is a four-story, brick building including a basement. Approximately 700-800 55-gallon drums and numerous smaller containers of hazardous substances are present at the Site. Estimates indicate that of the drums on Site, 400 to 500 contain hazardous wastes. The Site is located in a residential area of Canton, Stark County, Ohio, 44704.

On September 26, 2003, OEPA requested assistance from the United States Environmental Protection Agency (U.S. EPA). On September 30, 2003, U.S. EPA mobilized its Superfund Technical Assessment and Response Team (START) contractor to the Site. START assisted U.S. EPA and OEPA in performing a joint Site assessment including sample collection and hazardous waste inventory.

The Site assessment included documenting current Site conditions, taking inventory of containers and drums, calculating volume estimates of drum material, securing Site documents, collecting drum samples and performing laboratory chemical analysis.

A removal action was initiated on January 6, 2004
