National Smelting and Refining is an abandoned secondary lead smelting facility located at 430 Bishop Street in Atlanta, Fulton County, Georgia. Operations at the facility began under NL Industries, Inc. in 1914. National Smelting and Refining Co. purchased the facility in 1981 and closed via bankruptcy in 1984. The property was purchased by a private party.
Administrative Orders on Consent (AOC)were issued by EPA in 1989, 1990, and 1991 to address variouis hazards posed by the Site. Current removal activities are being carried as an Envorcement-Lead action under an AOC that was executed on August 20, 2001.
The Site is approximately three acres in size and contains a number of buildings and other structures that housed the smelting operation. The Site lies within an area of mixed landuse including both residential and commercial uses. Lead is the primary contaminant of concern. The objective of the removal is to decontaminate and demolish existing site structures and excavate and/or cover contaminated soil in order to mitigate the threat of direct contact with, ingestion, or inhalation of Site contaminants.
During the reporting period, contractors for the Respondents under the Order mobilized to the Site and began removal preparation activities that included:
* Initiation of an air sampling/monitoring program.
* Staged assorted drums suspected to contain hazardous substances that were located within Site buildings.
* Began clearing and staging debris and vegetation for characterization and disposal.
* Began excavation insitu treatment and excavation of lead-contaminated soil in 0.5 acre parking lot area adjacent to the main plant property.
* Began asbestos abatement within plant buildings.
* Began demolition of the north and south portions of the main plant warehouse.
The cleanup contractors demobilized from the site on October 9, 2003 for a long weekend and intend to resume Site activities on October 14, 2003.
Continued excavation of the north parking lot, asbestos abatement, and demolition of the site structures are planned to continue during the next reporting period.
Following completion of the removal action, the Georgia Department of Natural Resources, Environmental Protection Division will evaluate what actions may be taken by the State regarding long term remediation of the Site.
