Site Description
National Smelting and Refining is an abandoned secondary lead smelting facility located at 430 Bishop Street in Atlanta, Fulton County, Georgia.  Operations at the facility began under NL Industries, Inc. in 1914.  National Smelting and Refining Co. purchased the facility in 1981 and closed via bankruptcy in 1984.  The property was purchased by a private party.

Administrative Orders on Consent (AOC)were issued by EPA in 1989, 1990, and 1991 to address variouis hazards posed by the Site.  Current removal activities are being carried as an Envorcement-Lead action under an AOC that was executed on August 20, 2001.

The Site is approximately three acres in size and contains a number of buildings and other structures that housed the smelting operation.  The Site lies within an area of mixed landuse including both residential and commercial uses.  Lead is the primary contaminant of concern.  The objective of the removal is to decontaminate and demolish existing site structures and excavate and/or cover contaminated soil in order to mitigate the threat of direct contact with, ingestion, or inhalation of Site contaminants.


Current Activities
Cleanup contractors mobilized back to the Site on October 14, 2003 to resume removal activities.  No removal activities took place on Sunday October 19 or 26. During the reporting period the following major activities occurred:

*  Confirmation screening and excavation, as necessary, of the estern portion of the North Parking Lot.

*  Confirmation sampling of stabilized lead-contaminated soil.

*  XRF screening of a railroad swale adjacent and immediately south of the main plant property.  Contaminated portions of the swale (i.e. areas possessing soil-lead concentrations >400 ppm) will be addressed by a combination of stabilization/excavation and capping.

*  Asbestos abatement within site structures.

*  Demolition of site structures including the main plant warehouse.

*  Segregation of demolition debris for characterization and treatment and disposal or recycling (of scrap metal), as appropriate.

*  Transportation and disposal of successfully treated soil from the North Parking Lot.

*  Backfilling of the basement area of the main site warehouse.



Planned Removal Actions
Continued treatment, excavation, and disposal of contaminated soil in the North Parking Lot, demolition of site structures, and segregation of demolition debris are the major planned removal activities for the next reporting period.
