Site Description
The Countywide Landfill Site is located at 3619 Gracemont Street SE, East Sparta, Stark County, Ohio, 44626.  For a more complete description of the site history and U.S. EPA enforcement, refer to POLREP #1.

Current Activities
From August 9, 2008, through August 14, 2008, Republic contractors continued to install the subsurface landfill gas and leachate collection PVC piping in the west slope of Area N.  Progress on this task was halted mid-day on August 14, 2008, through August 16, 2008, due to rainfall.  Pipe installation on the west slope of Area N was resumed on August 18, 2008.  As of August 22, 2008, Republic contractors have completed the installation of the proposed subsurface landfill gas and leachate collection systems and the sub-cap collectors in Area N, excluding the western toe drain.  The installation of FML on the east slope of Area N was begun on August 23, 2008.

On August 25, 2008, Republic contractors began excavating for the installation of the subsurface landfill gas and leachate collection PVC piping in the west slope of Area W (6 acres of Cells 5C and 5D).  Excavation in Area W and FML installation in Area N continued until mid-morning on August 27, 2008, when contractor progress was temporarily halted due to persistent rain.  As of August 28, 2008, the excavation work in Area W was anticipated to resume on September 2, 2008.

As of August 29, 2008, Republic contractors have installed a total of 19,796 linear feet of sub-cap landfill gas and leachate collectors and removed 34 acres of ground cover in Areas D, N and W.  Additionally, Republic contractors have installed 15.5 acres of FML in Areas D and N to-date as part of the settlement agreement.


Next Steps
Area D:
FML has been installed on approximately 95% of Area D.  Liner crews will work to complete the remainder of the liner installation and detailing work.

Area N:
Liner crews will continue to install FML on the western slope of Area N.  Pipe crews will continue to prepare the toe drain on the western perimeter of Area N.

Area W:
Installation of sub-cap landfill gas and leachate collection systems is anticipated to resume on September 2, 2008.

Area E:
Excavation work for the installation of sub-cap landfill gas and leachate collection systems is scheduled to begin in Area E following the completion of this task in Area W.


Key Issues
In POLREP #1 a total of 19 fire break monitoring point (FBMP) thermocouple installation locations were reported.  The final thermocouple installed, FBMP-19, was voluntarily added by Republic contractors to the original 18 FBMP locations proposed in the approved work plan.  Since the distribution of POLREP #1, Republic contractors elected to abandon FBMP-19 due to persistent but small-quantity leachate outbreaks from the thermocouple conduit.  The thermocouple has been removed from FBMP-19 and the boring was grouted to the surface and capped.

On August 25, 2008, START noted a distinct leachate odor ranging up to approximately 0.5 miles west and downwind of the landfill that coincided with an increase in the number of public complaints of nuisance odors near the landfill.  START noted that the probable source of the odor on August 25, 2008, was the excavation and removal of leachate liquid and leachate-saturated soil from the western toe drain at the northwest corner of Area N by Republic contractors.  Preliminary on-site air monitoring results collected August 25, 2008, did not reveal a significant increase in concentrations of VOCs downwind of the excavation activities.  U.S. EPA has encouraged Republic contractors to expedite the excavation of the toe drain along the western portion of the site and reduce the amount of time that excavations remain open. U.S. EPA will address the recent public complaints in an e-mail distribution to the concerned parties.
