The Countywide Landfill Site is located at 3619 Gracemont Street SE, East Sparta, Stark County, Ohio, 44626. For a more complete description of the site history and U.S. EPA enforcement, refer to POLREP #1.
During the week of September 2, 2008, Republic contractors continued to utilize three excavation crews for the installation of the leachate, landfill gas, and sub-cap collector pipes in the west slope of Area W. An additional crew continued to excavate the toe drains along the western edge of Areas N and W.
On September 3, 2008, Republic contractors installed 5 on-site air monitoring stations at fixed locations, each consisting of one battery powered photo-ionization detector capable of monitoring volatile organic compounds (VOCs) at parts-per-billion (ppb) resolution, 24/7. These 5 monitors will continuously upload real-time air monitoring readings to data logging software in a centrally-located site trailer. This system replaced the previous on-site air monitoring protocol utilized by Republic contractors during excavation work under the AOC that consisted of one air monitoring station upwind and one downwind of the excavation activities.
From September 5, 2008, through September 9, 2008, Republic contractors lost approximately 3.5 days of work due to persistent rain and wet conditions in the work areas.
On September 10, 2008, excavation activities resumed in Area W and in the southwest corner of Areas W and E, in preparation for excavation of the Area E toe drain. Liner crews also continued to install flexible membrane liner (FML) on the west slope of Area N.
On September 11, 2008, excavation crews began trenching at the northwestern portion of Area E for the installation of the leachate, landfill gas, and sub-cap collector pipes, trending east-west across Area E. All work associated with the AOC was again halted mid-morning on September 12, 2008, due to a weather front moving into the region from the northward progression of the remnants of Hurricane "Ike."
On September 14, 2008, high winds caused significant damage to much of the recently-installed FML and the existing landfill gas extraction systems. AOC work progress was temporarily halted while repairs were initiated.
On September 15 and 16, 2008, START was on site to document the damaged systems and the repair activities. More information on this event is included in the Key Issues section.
On September 17, 2008, liner crews began the installation of FML in Area W, while the cleanup of damaged liner continued in Area N. Excavation crews resumed the installation of leachate, landfill gas, and sub-cap collector pipes in Area E.
On September 25, 2008, a site meeting and walk-through was attended by Region V U.S. EPA representatives from Chicago and Westlake, the director of Ohio EPA, START, Countywide and Republic contractor representatives. Updates were provided to the visiting agency representatives on AOC work progress to-date, current status of work plans and revisions, health and safety concerns, ambient air and subsurface temperature monitoring methodology within the original 88-acres, and the potential for waste excavation for a fire break between Cells 5 and 7.
Republic contractors will continue the installation of leachate, landfill gas, and sub-cap collectors in Area E. Approximately 95% of the pipe installations required by the AOC have been completed as of September 26, 2008.
Republic contractors will work to complete the installation of FML in Areas W and E. Approximately 30.6 acres of FML have been installed to-date of the 39 total acres of FML required by the AOC.
Republic contractors will continue to repair the damages caused by high winds from Hurricane "Ike" on September 14, 2008.
Republic contractors will submit a work plan to U.S. EPA for the excavation of 8 hollow-stem-auger borings up to 80 feet in depth and 8 test pits up to 25 feet in depth in the area of the proposed 5/7 fire break.
On September 14, 2008, high winds exceeding 75 mph from Hurricane "Ike" caused extensive damage to 7 FBMPs and 12.75 acres of FML installed under the AOC. Additionally, a total of 26 existing extraction well heads were damaged by high winds in the original 88-acres.
As of September 25, 2008, 75% of the damaged wells had been returned to operational condition and 60% of the damaged FML had been patched. Republic contractors salvaged and reused much of the damaged FML for the purposes of temporary capping under the current AOC, however, U.S. EPA has informed Republic contractors that the salvaged FML will not be acceptable for use as part of the final long-term capping plan to be agreed upon at a later date. Republic contractors determined that the thermocouple probes at four FBMP locations were damaged beyond repair, including FBMP-02R, FBMP-03R, FBMP-10 and FBMP-11. Potential replacement of these FBMPs is currently under discussion between Republic contractors and U.S. EPA.
