The Site is the location of a discharge of oil (reported as recycled oil) into the International Petroleum Corporation facility's containment system and then into the adjacent Christiana River. The discharge occurred sometime prior to 2000 hrs. on July 15, 2006, and an estimated 2100 gallons was discharged to the Christina River. The IPC facility collects and recycles used oil from a variety of customers and the discharge occurred during a tank transfer. Oil discharged to the Christiana River and spread with the tide cycles to the nearby Brandywine Creek and Delaware River. The Site is located in a commercial/industrial portion of the City of Wilmington Delaware.
A. RP contractors have collected approximately 750 gallons of oil from skimming operations over the past several days. Collection totals for today were approximately 35 gallons collected primarily from the Port of Wilmington.
B. As of today, RP has a total of 205 cleanup contractors working on the river and shoreline. RP contractors have redeployed additional sorbent pads and booms as needed. Hard boom was removed from the upstream portions of the Brandywine Creek. Hard boom is still in place at the Port of Wilmington, at confluence of Brandywine and Christina, and on the Christina River at Peterson Wildlife Refuge and the I-95 overpass.
C. As of today, RP contractors have collected a total of 6 roll-off boxes of oiled debris from the rivers and banks and oil-soaked sorbent booms/pads.
D. EPA, DNREC & START performed oversight of collection activities, air monitoring and photo-documentation. No VOC readings above background were detected. No free product was observed on the Christina River and Brandywine Creek, however, light sheening was observed in several areas. Free product was observed at the Port of Wilmington.
E. START collected a product sample from the tank which contained the product part of which was released during the event. START also collected a sample of oil recovered from the skimming operations at the Port of Wilmington. START collected a split samples for RP contractor ERM.
F. Personal watercraft in dock at the Up the Creek Marina are continued to be cleaned of visible oil. Three commercial vessels in the Port of Wilmington have been cleaned of visible oil. USCG continues to advise in Port of Wilmington activities.
G. As of today, a total of 62 waterfowl have been impacted by the spill. Tri-State Bird rescue has treated 59 waterfowl, 2 of which died in care. Three dead waterfowl were recovered.
Oil Recovery operations continue are underway using skimmers, booms and oily debris removal devices. Most of the oil appears to be currently trapped under the docks at the Port of Wilmington. Response operations also involve the removal of oiled debris. Sensitive environments have been boomed where possible. Commercial vessel and personal watercraft decontamination continues. The U.S. Coast Guard, the State of Delaware and the Responsible Party formed a Unified Command and had been directing spill response operations. The EPA assumed Site responsibilities as Federal lead at EOB today. At this time the EPA OSC determines (in consultation with the USCG and the State of Delaware) that the RP is conducting all appropriate response operations anticipated in the NCP.
A. RP will scale down number of contractors by 40% beginning tomorrow and will concentrate on areas of free product which primarily includes the Port of Wilmington. B. RP will continue to maintain booms and continue collection of oiled debris. C. EPA, DNREC & RP will reevaluate hard boom locations following a.m. field and overflight operations. D. EPA, DNREC & START will continue oversight of collection activities, air monitoring and photo-documentation.
