The Countywide Landfill Site is located at 3619 Gracemont Street SW, East Sparta, Stark County, Ohio, 44626. For a more complete description of the site history and U.S. EPA enforcement, refer to POLREP #1.
On June 1, 2009, Republic contractors welded temporary cap seams and installed boots around wells and headers in the bowl area. Clay fill was placed and graded on the northern access road into the bowl area. A cell 7 header was installed at the east side of the isolation break. Gas extraction well W-69R was installed in cell 3.
On June 2, 2009, Republic contractors welded and pressure tested seams in the temporary cap in the bowl area. Extraction wells PW-61R(2) and PW-121R(2) were installed in cell 3, completing the list of proposed well installations in the 88-acre remediation unit.
On June 3, 2009, Republic contractors decommissioned above-ground power lines along the middle haul road in preparation for removal of the road surface and installation of temporary cap between flare 10 and the solidification pits in cell 1. Road construction at the base of the 5/7 isolation break continued with the placement and grading of crushed limestone. The bucket auger drill rig was demobilized from the site. Remediation activities were suspended mid-day due to inclement weather.
On June 8, 2009, Republic contractors installed new temporary cap on the northern access road to the bowl area. Welding of seams and installation of boots and straps around wells and headers continued along the northern and eastern perimeters of the bowl area.
On June 11, 2009, Republic contractors installed temporary cap along the middle haul road, south of flare 10. Remediation activities were suspended mid-day due to inclement weather.
On July 1, 2009, Republic contractors decommissioned the two solidification pits by filling the pits with minespoil material and 3' of compacted clay. Water and electrical utility lines serving the solidification work area were abandoned. The job trailer and deodorizing system was removed and the telemetry and repeater for air monitors was relocated from the job trailer to a mobile utility pole.
On July 2, 2009, Republic contractors relocated bioremediation stockpiles from the Cell 1-3 plateau to the NW corner of Cell 8B. Electrical utility poles and existing gravel piles were removed.
From July 3-6, 2009, work was suspended for the July 4th holiday.
On July 7, 2009, Republic contractors removed gravel from the solidification pit area which was to be lined and the border of the planned liner tie-in was cleared of debris and large rocks.
On July 8, 2009, Republic contractors began to build up a soil sub-grade in the Cell 1-3 capping area to establish positive drainage. Contractors also installed mid-slope liquid and gas undercap collectors in Cell 3.
On July 9, 2009, Republic contractors installed a trunk line to carry liquids from sideslope collectors down to a sump. The sump was installed to carry liquids to on-site leachate storage tanks.
On July 10, 2009, Republic contractors began installatiion of a toe drain in Cell 3 to carry liquids to the sump which carries leachate to on-site storage tanks. Contractors continued to place soil and establish positive drainage on the Cell 1-3 plateau.
On July 13, 2009, Republic contractors continued installation of the toe drain in Cell 3. Soil placement and grading continued on the Cell 1-3 plateau in preparation for temporary capping. Contractors began to strip vegetation from the Cell 3 sideslope in preparation for placement of flexible membrane liner.
On July 14, 2009, Republic contractors continued to strip vegetative cover from the Cell 3 sideslope and place soil on the Cell 1-3 plateau to build sub-grade. All U.S. EPA equipment was demobilized from the site.
On July 15, 2009, Republic contractors continued to build sub-grade on the Cell 1-3 plateau. Contractors raised gas extraction wellheads to facilitate sub-grade placement. Cell 3 sideslope preparation for liner placement was completed.
On July 16-17, 2009, Republic contractors continued to build sub-grade on the Cell 1-3 plateau.
On July 20, 2009, Republic contractors began staging liner on the Cell 1-3 plateau in preparation for deployment. Anchor trenches along the rim of the Cell 1-3 plateau were prepared.
On July 21-22, 2009, Republic contractors deployed 60mil HDPE liner over the Cell 1-3 plateau.
On July 23-24, 2009, Republic contractors conducted finishing and detail work along with liner construction quality testing on the Cell 1-3 plateau. Remediation activities were suspended mid-day due to inclement weather.
On July 27, 2009, Republic contractors deployed 60mil HDPE liner on the sideslopes of Cell 3.
On July 28, 2009, Republic contractors completed deployment of liner on the Cell 3 sideslope. Contractors also re-established a gravel roadway from RW-1 to the bowl area to facilitate access.
On July 29, 2009, remediation activities were suspended due to inclement weather.
From July 30 - August 18, 2009, Republic contractors completed finishing and detail work on areas receiving temporary capping. Access roads were re-constructed to provide access to specific areas. Grading to establish positive drainage and seeding for erosion control was conducted on the remaining areas of Cells 1-3 that did not receive temporary liner. Construction quality assurance activities were conducted on all areas receiving temporary cap.
On August 19, 2009, Republic contractors completed construction activities associated with the Isolation Break Excavation Work Plan, Landfill Cover and Long Term Capping Work Plan and the Revised Capping Plan - Cells 1, 2 & 3.
On September 9, 2009, an "Operation, Maintenance and Monitoring (OM&M) Plan - Volumes 1,2 & 3," was submitted to U.S. EPA for review and approval. The purpose of the OM&M plan is to ensure that all engineering controls put into place to isolate and contain the ongoing reaction affecting Cells 1-6 (aka the 'remediation unit') continue to be effective an adequately monitored.
On September 14, 2009, U.S. EPA approved the OM&M plan. Ohio EPA will assume and maintain inspection, oversight, and enforcement authority for all provisions of the plan and will be responsible for any revisions or updates. U.S. EPA plans to review all progress reports required by the OM&M plan and will attend status meetings on site as stipulated in the plan.
On October 22, 2009, Republic submitted a "Final Report - Work Activities Pursuant to Administrative Settlement Agreement and Order on Consent for Removal Action." The report details a summary of all work activities along with detailed plans, construction quality assurance documentation and certification reports for all work conducted to fulfill the U.S. EPA Settlement Agreement.
On November 20, 2009, U.S. EPA approved the Final Report, formally ending all work activities relating to Settlement Agreement V-W-08-C-897.
No further activities are planned under the Settlement Agreement. U.S. EPA will continue to receive progress reports and may participate in status meetings relating to the implementation of the OM&M plan.
