The VCC Columbia Site (the “Site”) is located at 707 Catawba Street, Richland County, Columbia, SC 29201. The Site was a superphosphate manufacturing facility that was located on the northwest corner of what is now the intersection of Catawba and Gadsden Streets in Columbia, Richland County, South Carolina. Sanborn maps from 1893 and 1898 indicated two separate facilities, Globe Phosphate and Columbia Phosphate, separated by Gadsden Street. Acid chambers are visible at both facilities in 1893 and 1898. The 1904 Sanborn maps indicate ownership of both facilities to be Virginia Carolina Chemical (VCC). The 1919 Sanborn maps indicate Columbia Mill buildings are vacant and were likely removed.
Currently the Site is a cluster of 5 buildings surrounded by a mix of residences and other businesses. The Site is bordered by a rail line to the north, to the east by Gadsden St., to the south by Catawba St., and to the west by a steel recycler. To further expand the boundaries, to the south is a park with a ball field, playground, and a city of Columbia transportation depot. Drainage from the Site is southwest towards the ball field. The current status of the Site is commercial. Part of the Site is vacant, where removal operations will begin, while the other portion is operated by the newsfilm library.

Crews began Site mobilization Monday, September 28, 2009. Site operations began Tuesday, September 29, 2009. Temporary fencing was erected and all utilities were marked. Excavation areas and stockpiles are referenced as A, B1, B2, and C. All excavated areas and stockpiles were sectioned off with caution tape for health & safety. Silt fences were in place for erosion control. Weather conditions were excellent to moderate with light rain.
Tuesday, September 29 operations consisted of brush removal and excavation of the berm area (excavation area A) and transferring soil to stockpile A. START collected XRF readings of the Site's entrance roadway. All readings were below commercial Removal Action Levels (RALs) for lead (2,000 ppm) and arsenic (160 ppm).
Wednesday's operations completed excavating the berm excavation area A. Stockpile A soils from the berm area totaled 290 cy. Removal of excavation area B continued throughout Wednesday into Thursday. Excavated soils were transferred into two separate stockpiles B1 and B2. Excavation area B was located southwest of the building on-site.
Thursday's operations completed removal of excavation area B. Soil stockpiles B1 and B2 totaled 625 cy. Excavation area C was completed and totaled 361 cy. START collected 5 composite Toxic Characteristic Leaching Procedure (TCLP) samples for landfill disposal. Friday's operations included additional removal of soils around excavation area C.
TCLP analytical results from stockpiles A, B1, B2, & C were delivered Monday, October 5th. Stockpile A results were below reporting limits (BRL) for TCLP levels of 5 ppm for lead & arsenic. Stockpiles B1, B2, & C were above TCLP levels for lead & arsenic. Enviroblend was used to reduce levels of toxicity for 3 stockpiles above TCLP levels (B1, B2, C). After soils were blended, composite samples were taken and resubmitted for analyticals to confirm levels below TCLP values for lead & arsenic.
Site activities began Wednesday, October 7, 2009 with complete removal & disposal of stockpile A. SCDHEC visited the Site on Thursday, October 8, 2009 for a site tour and update. Backfill and Enviroblend arrived Friday morning, October 9, 2009 for excavated areas. Site operations continued through Friday to blend soils and back fill all excavated areas. Confirmation samples were taken and submitted to lab for TCLP analysis. All confirmation samples (B1, B2, C) were below reporting limits (BRL) and passed TCLP.
Once all levels for stockpiles B1, B2, and C were confirmed BRL, Site activities concluded with the disposal of those soils totaling 986 cy.
A final walk through of the Site with SCDHEC and USC Foundation was on October 20, 2009.
