Site Description
PSC Chemical is a TSD facility located at 405 Powell Street, Avalon, Texas.  The 87 acre facility began operations in 1984 as Chemical Reclamation Services, and was later acquired by PSC in 1994.  Per facility representatives, the plant has a throughput of approximately 25,000 to 30,000 gallons of material per day.  Approximately 20% of the material is sampled to verify its contents.

At approximately 19:30 on the evening of 03/29/2009, a fire began in the area of the plastics shredder (facility unit #57).  By 20:15 the fire had been extinguished. A 2-mile evacuation radius was established by local authorities and later lifted. There were no injuries associated with the fire.

According to facility representatives, the source of the fire was not determined, but may have been from either plastic containers in totes waiting to be shredded or from electrical connections on the shredder. No containers holding chemicals were consumed by the fire.
