The release originated at 3049 West Alexis street in a commercial parking lot, approximately 1-mile west of Silver Creek in Toledo, Ohio. A utility pole snapped at the base during high winds and the pole-mounted transformers landed on the asphalt parking lot. 80-gallons of oil spilled from the transformer into a sewer catch basin. The catch basin leads to a sewer outfall and eventually Silver Creek.
Toledo Edison owns the transformers and hired PSC Philip Services (PSC) to initiate cleanup.
At the request of Ohio EPA OSC Mike Gerber, U.S. EPA OSC Brian Kelly mobilized to the site to oversee the PRP's cleanup. OSC Kelly tasked Weston START to respond. On arrival OSC Kelly met with PSC' Project Manager Dwain Rutkowski and City of Toledo officials Casey Stephens, Lynn Pedro, Joel Mazur, and Michelle Hughtes-Tucker.
PSC used vacuum trucks, a 20,000 gallon banker tank, and jet rodding equipment to remove oil from the sewer. Used sorbent and contaminate debris were stagged in 55-gallon drums and a lined roll-off box pending disposal.
By the end of the day the sewer system had been jet rodded 4 times, the visible stain at the spill location had been double-washed, and verification soil sampling had been initiated.
Forty-three wipe, soil, sediment, and water samples were collected by PSC starting on November 14 and completing on Saturday Novemeber 15th. The samples were sent to Brighton Analytical, LLC , in Brighton, Michigan. The results showed all areas below the objective clean up goal of 1ppm.
