Information passed to the OSC by outside counsel for Ulster County NYrevealed the presence of drums of unknown chemicals in the backyard of an abandoned house in a residential area of Ellenville, NY, an upstate town of about 4,000 residents. Subsequently, the OSC visited the Site while en route to another site in Upstate NY. In the rear yard the OSC observed 5 poly drums, three of which were empty, one 35-gallon drum contained waste oil and the other 35-gallon drum contained brown oil-based paint. The Ulster County Environmental Coordinator was advised by the OSC to notify the NRC and report the situation. On 9/29 the Ulster County Environmental Coordinator notified the NRC of this situation in report #1129125.
EPA obtained verbal access to the site from the property owner and is activating ERRS to initiate an emergency removal action.
