On 11/4/2016, the Kentucky Department of Environmental Protection (KDEP) responded to a report of abandoned drums at a former tool and die manufacturing facility in Franklin, Kentucky. The KDEP responder observed approximately 35 drums suspected of containing oils and other hazardous substances that were in danger of leaking, deteriorating, and improperly stored. KDEP requested EPA's assistance, and OSC Smith responded on 11/7/2016. The OSC confirmed KDEP's findings, and determined that a CERCLA removal action is necessary to stabilize the potential for releases of waste oils and other hazardous substances into the environment.
On 11/9/2016, the OSC had the property owner of record sign an access agreement, and on 11/14/2016, the OSC mobilized the ERRS contractor CMC, Inc. for purposes of containing free liquids, categorizing the hazards of drummed material, and to stabilize conditions at the Site.
