On 12/3/16 EPA Region 4 phone duty officer was notified of an abandoned sunken vessel which a marina owner had attempted to raise and remove from his marina. OSC Englert was mobilized to assess the amount of fuel discharged and determine if a PRFA should be issued to the state of Tennessee. Upon arrival OSC Englert determined the 42-foot vessel had been raised and drug half way up a boat ramp where it collapsed under the force of cables being used to drag it. While both engines and all fuel cells were removed from the water, no boom was used and approximately 50 gallons of diesel and motor oil were released. Hamilton county responders had previously deployed hard boom to prevent any oil from leaving the cove in which the marina was located. OSC Englert coordinated with state and county responders and oversaw additional response efforts undertaken by the marina owner as he deployed additional soft boom and adsorbent pads. OSC Englert demobilized on 12/3/16 and the state will provide intermittent oversite on a later date to ensure any continued response is adequate.
