FEMA has issued EPA ESF 10 Mission Assignment funding to respond to flooding in Missouri, including FEMA Operations Center liaison support, and ESF10 oil and hazardous material recovery field operations.

March 2019 precipitation resulted in flooding across the Midwest. Flooding was prevalent throughout Missouri, particularly along the Missouri River and its tributaries. EPA is addressing orphaned containers and spills/discharges of hazardous materials and oil that are present as a result of the flooding.

Current operations have been in eight of the Missouri counties identified in Presidential Disaster Declaration FEMADR4435 including Atchison, Holt, Andrew, Buchanan, Platte, Ray, Carroll, and Chariton counties.

On June 10, 2019, FEMA provided $500,000 to EPA for oil and hazardous materials field operations, including cleanup and disposal of hazardous materials and oil and response to orphaned containers. On June 29, 2019, FEMA amended ESF 10 Mission Assignment funding to EPA by adding $500,000 of funding.

EPA continues to provide mission support to the FEMA Operations Center in Kansas City since June 5, 2019.

Updated 7/18/19 - EPA has completed reconnaissance of approximately 218 miles of the Missouri River from the northern portion of Atchison County at the state line (River Mile 552) to the southwestern portion of Platte County (River Mile 371), and from Miami, MO in Carroll County (River Mile 263) to Glasgow, MO in Chariton County (River Mile 226). Locations of orphaned containers were identified for recovery.

EPA continued waste characterization, bulking, and disposal at the Mound City Waste Collection Pad. On 7/13/2019 and 7/17/2019, approximately 3,750 gallons of bulked diesel and waste oil was shipped from the Mound City Waste Collection Pad for recycling via fuels blending at Valicor Environmental Services in Kansas City, MO.

EPA is working closely with Missouri Department of Natural Resources (MDNR) to evaluate and prioritize areas of the levee system remaining for reconnaissance. Field operations include water-based and land-based reconnaissance and recovery in 8 of the currently declared counties in northwest Missouri.

EPA continues to coordinate with MDNR, Missouri State Emergency Management Agency (SEMA), and other local, state and federal response partners related to the ESF #10 Mission Assignment. EPA continues land-based and water-based recovery of orphan containers. Of the 433 oil/hazmat target locations identified for recovery thus far, 327 target locations have been recovered and closed.

During the next week, EPA plans to complete the following activities:

1. Reconnaissance and recovery activities along the levee system in Platte County
2. Missouri River reconnaissance from southwest corner of Ray County (River Mile 339) to Miami, MO in Carroll County (River Mile 263)
3. In coordination with Missouri DNR and the Missouri Propane Safety Commission, determine a strategy for addressing large propane cylinder containing some product, which cannot be recovered via airboat or land operations.
4. Continue recovery of the 106 currently identified target locations of orphaned containers.

Recovered containers are segregated and staged at a MODOT facility in Mound City, MO pending waste characterization and proper disposal.
