The Glendive Hotel Asbestos Site, located in Glendive, Montana, consists of two connected buildings constructed in the early 1900s. The Jordan Inn, the larger of the two buildings, caught fire in October 2023 of an unknown circumstance. The adjacent building, the Retro/Rose Theater was damaged from the fire as well. After the fire, the buildings were demolished for safety reasons and the debris was pushed into the basement of Jordan Inn. An asbestos survey from 2019 indicated several building materials from the Jordan Inn contained friable asbestos above 1%, with some materials containing up to 45% chrysotile.

This Site was referred to the EPA Removal Program by the City of Glendive, as no local or state agencies had the means to perform the cleanup. EPA will manage and dispose of  the building debris as asbestos-containing material (ACM). After cleanup, the building basement will be backfilled with clean backfill material. All cleanup activities that will disturb ACM will be conducted using wetting techniques to prevent the migration of asbestos fibers. No post-removal Site controls are anticipated to be necessary following the removal action.  The debris will be disposed at the Glendive landfill, which has been permitted to receive this material by the Montana DEQ. 

This time-critical removal action is anticipated to begin September 30, 2024, and last four to five weeks.  A temporary 6-foot high chain link fence will be erected around the perimeter of the site early in the week of September 30th.  

Site Objectives

  • Remove contaminated debris piles. 
  • Ensure harmful levels of particulates and/or suspect ACM do not migrate offsite
  • Transport building debris as ACM to landfill
  • Add backfill and grade to bring the ground-level back to the original elevation

 Safety Message

  • EPA will use best practices and engineering techniques for asbestos removal for all on site activities. The ACM-contaminated debris will be kept wet whenever it is disturbed to prevent any potential asbestos fibers from migrating. Haul trucks will be lined with 6-millimeter plastic. The waste will be loaded into the trucks, covered with the plastic liners, and sealed (referred to as "burrito wrapping"). The waste will be delivered to the Glendive landfill which is permitted to accept ACM.
  • For safety purposes, a portion of West Benham Street will be closed with access restricted to trucks for the loading and transport of ACM debris to the landfill. Traffic barricades will be provided by the City. The closure is required to ensure the safety of the public.
  • EPA will conduct air sampling for asbestos fibers throughout the cleanup.  We will post that information on this website. 
  • The work schedule will be  Mondays through Saturdays.

 

Work will be conducted in accordance with National Emissions Standards for Hazardous Air Pollutants (NESHAP), National Emission Standards for Asbestos, and Administrative Rules of the State of Montana Title 17, pursuant to the Superfund ARARs process for removal actions 40 CFR 300.415(j).
