On Friday, February 3, 2006, On-Scene Coordinator (OSC) Heath Smith responded to the report of an oil sheen on the Mississippi River near St. Genevieve, Missouri. Neither the cause of the release, nor the parties responsible for the release were identified. It is suspected that the sheen was the result of a passing vessel that discharged contaminated bilge water early on the morning of February 3, 2006, during a heavy fog.
