The Springdale Apartment Site (the Site) covers ~ 10 acres and is located at 2510 Jackson Avenue, Memphis, Shelby County, Tennessee. Cypress Creek lies directly adjacent and to the north of the property which is situated within a mixed residential, commercial and industrial neighborhood. The property has been divided into two sections designated “North Side” which is ~ 3 acres and “South Side” which is ~ 7 acres. Cypress Creek is adjacent and to the North of the site and eventually feeds into the Mississippi River via the Wolf River. The South Side consists of several occupied multi-family (rental property) apartment buildings. The North Side consists of several apartment buildings in various stages of construction ranging from a poured slab to completed framing and roof.

The Tennessee Department of Environment and Conservation (TDEC) has conducted numerous investigations for this site. The TDEC reports have documented high concentrations of pesticides, metals, volatile organic compounds, polyaromatic hydrocarbons, and polychlorinated biphenyls in several studies conducted over a period of years from 1994 to present. As a result, TDEC has requested that EPA conduct a removal assessment of the site to determine if an EPA removal action is warranted.
