A FEMA Mission Assignment for technical assistance with assessments under Emergency Support Function (ESF) #10 for Oil and Hazardous Materials was activated on April 29th for the Alabama Tornado Response. OSC Steve Spurlin was deployed to serve as Incident Commander, overseeing six assessment teams consisting of EPA OSCs and START contractors. Field teams have conducted assessments throughout the declared counties.
OSC Francendese acted as the Division Supervisor for Division West located in Tuscaloosa. In coordination with the IC for the Alabama Tornado Response, the OSC requested ERRS mobilization to address releases in Tuscaloosa, AL. On Sunday, May 1st the ERRS contractor was activated under CERCLA authority to address likely PCB oil from transformers, waste oil releases, and conditions as warranted from incoming assessments. The OSC is primarily addressing the Kauloosa Ave Industrial Park.
The area covered by the industrial park comprises approximately 10% of the total area damaged by the near mile wide tornardo that travelled from SW to NE thru Tuscaloosa. The industrial park tornardo was classified as an F4.
The OSC has coordinated this response with both the County EMA IC (county judge),the Tuscaloosa City IC (mayor) and the on-site ADEM field inspector.
