The P & W Waste Oil Site (the Site) is a waste oil recycling facility. The Site is located at 10518 Royster Road, Leland, Brunswick County, NC which is in Navassa city limits. P & W Waste Oil began operation in 1993 and continued operation until March 2012 when the facility owner ceased operations. During operation, waste oil, waste oil containing antifreeze and oily water was brought to the facility and pumped into aboveground storage tanks (ASTs). After on Site treatment, the waste oil was ultimately sold to off-Site vendors for the purposes of energy production. While a large portion of the facility is not operational, many of the tanks are still being used to store used oil, sludges and oily water. In 2009 EPA responded to a waste oil spill at the Site which was the result of a tank rupture. A number of tanks at the facility contain PCB contaminated waste oil. EPA has completed a Removal Site Evaluation.
