In November 2013, the Virginia Department of Emergency Management (VDEM) and the Virginia Department of Environmental Quality (DEQ) requested EPA assistance to investigate claims by residents of lead and polychlorinated biphenyls (PCBs) contamination at two parcels located in Big Stone Gap, Virginia. According to complaints, the two parcels were dumping sites for cracked batteries, broken transformers, and construction debris. Both parcels are located across the street from residential properties, with one parcel being located adjacent to a playground.

Parcel 1, located near the intersection of West 9th Street North and Main Avenue West, is owned by CSX. EPA and VDEM are currently working with CSX to have an assessment of the parcel completed. Parcel 2 is located near the intersection of Short Street North and Main Avenue West, near a local playground. Parcel 2 is owned by Robinette Steel & Scrap Metal ("Robinette"), and EPA has conducted a surface soil sampling event, with permission from Robinette to determine the extent of contamination on the property.
