A caller reported a sheen of unknown origin and composition in Skull Creek and in Skull Creek Marina in Hilton Head SC. Both SC DHEC and USCG have not been able to successfully test the material to determine is composition but they have determined it is not oil. It is being described as a sheen that congeals into a resin when touched. They have request EPA assistance with testing the material to determine is composition. EPA and Superfund Technical Assessment and Response Team (START) have deployed to the Site to test the material.
