On Monday, February 16, 2015, OSC Matlock received a call from EPA Region 3 duty officer regarding a train derailment near Mount Carbon, Fayette County, West Virginia. Two NRC reports (#1108255 and #1108258) reported an unknown amout of crude oil had been released along the Kanawha River. Local responders were on scene assessing the incident. One home was reported as being engulfed in fire as were several of the tank cars. Nearby evacuations were put in place in nearby residential areas. West Virginia Governor Tomblin declared a State of Emergency for Kanawha and Fayette counties at approximately 6pm on Monday. The West Virginia State Police requested that residents within a half-mile of the scene, along WV 61 near Armstrong Creek Road, Adena Village evacuate until further notice. The OSC mobilized the START team to meet EPA at the Montgomery County FD (location of the Fire Dept Incident Commander).
